外記勘文如此今度大動先規少彙旁驚
叡慮者也毎事何様可被計行哉委可被
注申候
皇居事
当時御所西廊已顛倒四壁殆無実須遷
御大内歟而日華門弓場殿同顛倒云々
彼是何様可致進退哉誠難治事候同相
計可被申候也
両条事内々
院御気色如此仍言上如件光雅恐惶謹

地震事
御祈事具見外記勘文其中抽要須就時
議可有御沙汰且又随御卜趣可被許行
歟
抑追討之後国土窮困地震之間舎屋顛
現代語訳
地震の件について
外記の勘文は以下の通りです。今度の大地震は先例が少なく、あらゆる面で驚くべきことで、
帝のお心を悩ませております。すべての事について、どのように対処すべきか、詳細に
申し上げるべきでしょう。
皇居の件について
現在の御所の西廊は既に倒壊し、四方の壁もほとんど実体がなく、
大内裏を遷さなければなりません。そして日華門や弓場殿も同様に倒壊したとのことです。
これらの件について、どのように進退すべきでしょうか。誠に対処困難な事態でございます。同じく相談して
申し上げるべきでしょう。
この両条の件について、内々に
院のご意向は以上の通りです。よって言上いたします。光雅恐縮謹んで
申し上げます。

地震の件について
御祈祷の件は外記勘文に詳しく記されており、その中から要点を抽出し、時宜に応じた
議論を経てご裁断があるべきでしょう。また御卜の結果に従って実行をお許しになる
べきでしょうか。
そもそも追討の後、国土は困窮し、地震の間に舎屋が倒壊し

Regarding the earthquake matter:
The court records official's report is as follows: This great earthquake has few precedents, and in all respects is astonishing,
troubling His Imperial Majesty's heart. Concerning all matters, how should they be handled? The details should be
reported in full.
Regarding the Imperial Palace matter:
The western corridor of the current palace has already collapsed, and the four walls have almost no substance remaining. The
Great Imperial Palace must be relocated. Moreover, the Nikka Gate and the Archery Hall have similarly collapsed.
Concerning these matters, how should we proceed? This is truly a difficult situation to handle. Similarly, after consultation,
this should be reported.
Regarding these two matters, confidentially,
such is the intention of the Retired Emperor. Therefore, I respectfully report this. Mitsumasa humbly and respectfully
submits this.

the results of imperial divination?
Furthermore, after the military campaigns, the country is impoverished, and during the earthquakes, buildings have collapsed.
