倒云彼云是人力労疲御祈用金定多煩
費歟預廻秘計被休民局也先成民而後
致力於神民和而神降福之故也
代々例有改元事尤可被遵行歟兼又任
天平例差遣官使可被検知神社仏寺及
山陵等之破損頽壊之事
皇居事
当時御所於外郭無跡者誠一争為皇居
哉遷幸大内不可及異議縦雖有一両顛
倒之内廊不可似四壁無実之離宮之故
也大内閑院名有修造者御忌方事可有
尋沙汰歟不限大将軍王相公家之壁八
難御忌之処禁忌之方非一仍驚達主者
也
右両条短慮之趣言上如此
抑於天地之災実者以武略不可鎮之以威勢
不可服之非仏神之利益者豈分之所覃哉今
度大震即悟人心也震動忽急梁棟欲頽之時
万端之計略忘胸間三宝之冥助仰心底不遑
于廻智力無由於仮人功誠知払妖之源所帰
現代語訳
倒壊したとのことです。これらのことで人力は疲労し、御祈祷に用いる金銭も定めて多額の煩費となるでしょうか。密かに計らいを巡らせて民政を休ませるべきです。まず民を安んじてから神に力を尽くすべきです。民が和らげば神が福を降すからです。
代々の例に従い改元のことは最もよく遵行されるべきでしょうか。また天平の例に任せて官使を派遣し、神社仏寺及び山陵等の破損頽壊の事を検知させるべきです。
皇居の件について
現在の御所は外郭において跡形もないものは、誠に皇居としてどうでしょうか。大内裏への遷幸は異議を挟むべきではありません。たとえ一両の顛倒した内廊があったとしても、四壁に実体のない離宮のようであってはなりません。大内裏の閑院という名で修造するものがあれば、御忌方の件について尋問の沙汰があるべきでしょうか。大将軍王相公の家の壁に限らず、八難の御忌の処で、禁忌の方角は一つではありません。よって驚いて主者に達するのです。
右の両条について短慮の趣旨を以上のように言上いたします。
そもそも天地の災いの実際については、武略をもって鎮めることはできず、威勢をもって服させることもできません。仏神の利益でなければ、どうしてその効果が及ぶでしょうか。今度の大地震はすなわち人心を悟らせるものです。震動が急激で梁や棟が倒壊しようとする時、万端の計略は胸間から忘れ去られ、三宝の冥助を心底から仰ぎ、智力を巡らせる暇もなく、人の功を借りる術もありません。誠に妖を払う源の帰するところを知るのです。

collapsed. Due to these matters, human efforts are exhausted, and the funds used for imperial prayers will surely result in considerable expense. Secret deliberations should be made to give respite to the people's administration. First, the people should be comforted, and then efforts should be devoted to the gods. When the people are at peace, the gods bestow blessings.
Following the precedents of successive generations, the matter of changing the era name should most certainly be carried out. Also, following the precedent of the Tenpyō era, official messengers should be dispatched to investigate the damage and collapse of shrines, Buddhist temples, and imperial mausoleums.
Regarding the Imperial Palace matter:
As for the current palace, where the outer precincts have no trace remaining, is this truly suitable as an imperial residence? The imperial move to the Great Palace should not be subject to dissent. Even if there are one or two collapsed inner corridors, it should not resemble a detached palace with walls lacking substance. If there are repairs to be made under the name of Kan'in of the Great Palace, should there be deliberation and inquiry regarding the matter of taboo directions? Not limited to the walls of the Great General Prince Minister's residence, there are eight calamities requiring taboo observance, and the forbidden directions are not singular. Therefore, this alarms and reaches the authorities.
The above two matters are reported with such brief considerations.
Furthermore, regarding actual heavenly and earthly disasters, they cannot be pacified through military strategy, nor can they be subdued through威勢. Unless through the benefits of buddhas and gods, how could such effects extend? This great earthquake has awakened people's hearts. When the tremors are sudden and urgent, and beams and pillars are about to collapse, all manner of strategies are forgotten from one's mind, the mysterious assistance of the Three Treasures is sought from the bottom of one's heart, there is no leisure to employ wisdom, and there is no way to borrow human achievements. Truly, one knows where the source of dispelling calamities resides.
