在宜象々之加護偏仰徳化天道福善禍■【淫ヵ】之

故也其徳化之間趣所尋意見之最要者開心
服状則宜使公卿已下諸道博士堪事之輩討
事之由可被下宣旨也上䟽深秘敢莫外聞具
陳所必不可諂諛之間殊可被仰下歟就彼上
奏之趣可被議定政道之要也此議若誤者天
変地妖継踵不絶逆乱騒動挙足可待歟但徳
政之条【見消ち「之」】条若不可議者意見又無其益歟微
臣只思国家之乱亡已忘激功之招恐者也謹抽

十三日甲子今日泰茂来示地震事咎微不空
乎 上皇摂政等填【慎ヵ】云々
法勝寺阿弥陀堂顛倒不可思議事歟十五日丙
申諺云今日又可有大地震云々然而余不信

廿七日戊申仏厳被来談夢想事依天下政違
乱天神地祗成祟有此地震之由也
今日地中雖鳴不及震至昨日連日不困或両
三度或四五度又其大小不同連々不断也
現代語訳
象々の加護を仰ぐことが適切であり、ひとえに徳化を仰ぎ、天道は善を福し悪を禍するからです。
【朱書】「意見」
その徳化の間の趣旨で尋ねる意見の最も要となるものは、心を開いて服従の状を示すことです。則ち公卿以下諸道の博士で事に堪える輩に事の由来を討論させ、宣旨を下されるべきです。上奏は深く秘して、敢えて外聞することなく、必要なことを具に陳べ、諂諛すべきでない間柄について、殊に仰せ下されるべきでしょうか。その上奏の趣旨について政道の要を議定されるべきです。この議論がもし誤りであれば、天変地妖が継踵して絶えず、逆乱騒動が足を挙げて待つべきでしょうか。ただし徳政の条項がもし議論できないものであれば、意見もまたその益がないでしょうか。微臣はただ国家の乱亡を思い、すでに功を激する招きを忘れ、恐れるものです。謹んで鄭重に上聞に奏上いたします。

十三日甲子 今日泰茂が来て地震のことを示す。咎は微かながら空しくないでしょうか。上皇・摂政等が慎むと云々。
法勝寺の阿弥陀堂が顛倒したのは不可思議なことでしょうか。十五日丙申 諺に今日もまた大地震があるだろうと云々。しかし私は信じ受けません。
【朱書】「僧説」
二十七日戊申 仏厳が来て夢想のことを談ずる。天下の政が違乱することにより、天神地祗が祟りをなし、この地震があるとのことです。
今日地中が鳴るといえども震に及ばず。昨日まで連日困らず、或いは二、三度、或いは四、五度、またその大小も同じでなく、連々と断えることがありません。
英語訳
it is appropriate to seek the protection of various phenomena, solely looking up to moral transformation, for the Way of Heaven brings fortune to good and calamity to evil.
【Red inscription】"Opinion"
The most essential point among the opinions sought regarding the purport of moral transformation is to open one's heart and demonstrate submission. Therefore, scholars of various disciplines among the court nobles and below who are capable should be made to discuss the reasons for these events, and an imperial decree should be issued. The memorial should be kept deeply secret, never to be heard outside, fully stating what is necessary, and particularly regarding matters where flattery should not be employed, should this not be especially commanded? Based on the purport of that memorial, the essentials of governance should be deliberated and decided. If this discussion is mistaken, will heavenly anomalies and earthly portents continue without cease, and rebellions and disturbances be expected to follow one after another? However, if the articles of virtuous government cannot be discussed, would opinions also lack benefit? This humble minister only thinks of the nation's turmoil and ruin, having already forgotten the invitation to merit achievement, and fears. I respectfully and carefully submit this to your attention.

13th, Kinoene day: Today Yasushige came and showed matters concerning the earthquake. Though the fault is slight, it is not without consequence. The Retired Emperor, Regent, and others are cautious, and so forth.
The collapse of the Amida Hall of Hōshōji Temple - is this not a mysterious matter? 15th, Kinotosaruday: A proverb says there will be another great earthquake today, and so forth. However, I do not believe or accept this.
【Red inscription】"Monk's explanation"
27th, Tsuchinoesuruday: The monk Butsugen came and spoke of dream visions. Due to the government of the realm being in disorder, the heavenly and earthly deities have brought calamity, resulting in this earthquake.
Today, though there is rumbling underground, it does not reach the level of an earthquake. Until yesterday, for consecutive days without trouble, sometimes two or three times, sometimes four or five times, and their magnitude varies, continuing incessantly without break.
