右件地震 占謹以申聞謹奏

此奏文明日可奏歟注其日
京都所々又破損云々万人驚騒之外無他之
由注送之
廿八日庚申後聞去夜子刻許又地震云々人
々就寝多不知之歟
廿九日辛酉 地震事於殿下在清朝臣語云治
承三年地震龍神動也今度又龍神動也被彼治
承時故泰親朝臣馳参後白河院注奏之近習若
年輩咲之泰親朝臣奏聞之詞未乾大事出来今
度已為已為彼動返々有怖畏之由語之可恐々々
現代語訳
地が動けば百日以内に兵乱があり、王と民が雑然と交わる。異占に云う、正月に地が動けば水害・風害・兵事がある。伝に曰く、臣が専政すれば地震が起こる。
天地災記に云う、地震があれば一年を出ずして国に大きな喪がある。また曰く、近臣が宮室を去り驚きがある。また曰く、女宮に喪がある。天鏡経に云う、地が動けば天子はこれを慎むべきである。宿曜経に曰く、土曜が直日の時に地が動けば世界が不安となり、威重の人が死ぬ。
右の件の地震について、占いを謹んで申し聞かせ奉る。謹んで奏す。

この奏文は明日奏上すべきであろうかと、その日に注した。
京都の所々もまた破損したとのこと。万人が驚き騒ぐほかは他に何もないとの由を注して送ってきた。
二十八日庚申 後に聞いたところでは、昨夜子の刻頃にまた地震があったとのこと。人々は就寝中で多くは知らなかったのであろうか。
二十九日辛酉 地震の事について殿下の御前で在清朝臣が語って云うには、「治承三年の地震は龍神が動いたのである。今度もまた龍神が動いたのである。あの治承の時、故泰親朝臣が馳せ参じて後白河院に注奏したところ、近習の若い年輩の者たちがこれを笑った。泰親朝臣が奏聞した言葉の乾かぬうちに大事が起こった。今度もすでにあの動きの為である。返す返すも恐れ畏れるべきことである」と語った。恐ろしい、恐ろしい。

If the earth moves, there will be military conflict within a hundred days, and rulers and people will be in chaotic disorder. The Book of Strange Omens states: If the earth moves in the first month, there will be floods, windstorms, and military affairs. The Chronicles state: When retainers monopolize government, earthquakes occur.
The Records of Heaven and Earth's Disasters states: If there is an earthquake, within one year the nation will have great mourning. It also states: Close retainers will leave the palace and there will be alarm. It also states: There will be mourning in the women's quarters. The Heaven Mirror Classic states: When the earth moves, the Son of Heaven should be cautious about this. The Constellation Classic states: When Saturn is the ruling planet of the day and the earth moves, the world will be unstable and people of high rank will die.
