如聞上野国等境地震為災水潦相仍人者凋
損雖云天道高遠不可得言固応政術有虧致
茲霊譴自貽民瘼職朕之由薄徳厚顔愧于天
下静言厥咎実所興嘆豈有民危而君独安子
憂而父不念者也所以殊降使者就加存慰其
有因震潦居業蕩然者使等與所在官司同斟
量免今年租調幷不論民夷以正税賑恤助修
屋宇使免飢露圧没之徒速為斂葬務尽寛恵
之旨副朕迺腃【道誤ヵ】之心
九月辛卯詔曰云々比者地震害及黎元吉凶
由人殃不自作或恐漁汗乖越方失甿心降茲
厚譴以驚勗與畏天之威不遑寧処決之亀筮
時行告咎昔天平年亦有斯変因以疫癘宇内
凋傷前事不忘取鑑不遠縦百姓困孰與為君
竊惟仏旨沖奥大悲為先理武無微而不矜無
遠而不済又祓除疾病抑有前典宜令天下諸
国設斉屈僧於金光明寺転読金剛般若波羅
密経五日兼遣修禊法除去不祥云々

現代語訳
聞くところによれば、上野国等の境内で地震による災害があり、水害が相次いで人民が凋落し損害を受けた。天道は高遠で言葉で表すことはできないとはいえ、必ずや政治に欠陥があってこの霊的な譴責を招いたのである。民の災いを自ら招いたのは朕の責任であり、薄徳でありながら厚顔にも天下に愧じている。静かにその過失を思えば、実に嘆かわしいことである。どうして民が危険にあるのに君主だけが安穏とし、子が憂いているのに父が心配しないということがあろうか。そこで特に使者を派遣して慰問を加えることにした。地震・水害によって住居や生業が失われてしまった者については、使者等は現地の官司と共に斟酌して今年の租調を免除し、民・夷を問わず正税をもって賑恤し、屋宇の修築を助け、飢えや露宿に苦しむ者を救い、圧死・溺死した者は速やかに埋葬し、寛恵の趣旨を尽くして朕の慈愛の心に応えよ。
九月辛卯の詔に曰く「云々、この頃地震の害が黎元(民衆)に及んだ。吉凶は人によるものであり、災いは自ら作るものではない。あるいは政治が汚れ道理に外れ、民心を失ったために、この厚い譴責を降して驚き戒めているのではないかと恐れている。天の威を畏れて安らかでいることができず、亀筮に決して時に告咎を行う。昔天平年間にもこのような異変があり、それが原因で疫病が起こり、国内が凋落し傷ついた。前事を忘れず、鑑とすることは遠くない。民が困窮して誰と共に君主となろうか。ひそかに思うに、仏の教えは奥深く、大悲を先とする。道理は細微で矜れまないものはなく、遠くて救済されないものはない。また疾病を祓い除くことは前例がある。天下諸国に命じて斎を設け、僧を金光明寺に集めて金剛般若波羅密経を五日間転読させ、兼ねて修禊の法を行わせて不祥を除去せよ」云々

According to reports, there were earthquake disasters in the territory of Kōzuke Province and other areas, with successive floods causing the people to decline and suffer damage. Although the Way of Heaven is lofty and distant and cannot be expressed in words, there must certainly be defects in governance that have brought about this spiritual reproof. The calamities befalling the people are brought about by my own actions—this is my responsibility. Despite my shallow virtue, I shamelessly feel shame before all under Heaven. When I quietly contemplate these faults, they are truly lamentable. How can it be that while the people are in danger, the ruler alone remains secure, or that while children suffer, the father shows no concern? Therefore, I have specially dispatched envoys to provide comfort and consolation. For those whose homes and livelihoods have been completely destroyed by earthquakes and floods, the envoys shall work together with local officials to deliberate and exempt this year's taxes and tributes. Regardless of whether they are common people or barbarians, relief shall be provided using regular taxes, assistance given for repairing buildings, those suffering from hunger and exposure shall be rescued, and those crushed or drowned shall be quickly buried. The intent of generous benevolence must be fully carried out to fulfill my compassionate heart.
The edict of the 9th month, day of Shinbō, states: "Recently, earthquake disasters have affected the common people. Fortune and misfortune depend on people, and calamities are not self-created. Perhaps we fear that corruption and deviation from proper governance have lost the hearts of the people, bringing down this severe reproof to startle and admonish us. In awe of Heaven's majesty, we cannot remain at peace, and divination is performed to announce blame at appropriate times. In ancient Tenpyō years, there were similar disasters that caused epidemics, leading to decline and injury throughout the realm. Not forgetting past events, the lessons to be learned are not distant. If the people are in distress, with whom shall we rule? Reflecting privately, Buddhist teachings are profound and mysterious, with great compassion as the foremost principle. The Way is subtle—there is nothing too small to be pitied, nothing too distant to be saved. Moreover, purifying and removing illness has precedent. Command all provinces under Heaven to establish purification rituals, gather monks at Konkōmyō-ji temple to recite the Diamond Perfection of Wisdom Sutra for five days, and also perform purification rites to remove inauspiciousness," etc.
