淳和天皇天長七年正月癸卯、出羽国の駅伝が奏上して言うには「鎮秋田城国司正六位上行介藤原朝臣行則が今月三日酉時に牒して称するには、今日辰刻に大地震が起こり、その響きは雷鳴のようであった。その時、城郭・官舎並びに四天王寺の丈六仏像・四王堂舎等が皆ことごとく転倒した。城内で家屋が倒壊して圧死した百姓は十五人、手足を骨折した類は百余人である。歴代以来未だかつて聞いたことがない。地面が割れ砕け、ある所では三十許丈、ある所では二十許丈、裂けていない所はなかった。また城辺の大河である秋田河の水が涸れ尽き、流れが溝のように細くなった。これは河底が裂け分かれて水が漏れて海に通じたのであろうか。官吏・民衆が騒動しており、まだ詳しく調査できていない。添河・覇別の両岸がそれぞれ崩れて塞がり、その水が氾濫している《中略》。法令に準じて駅馬を馳せて言上する。ただし損害の詳細は細かく記録して進上する」と。
四月戊辰の詔に曰く「云々、聞くところによれば出羽国で地震による災害があり、山河に異変が生じ、城宇が頽毀し、人物が損傷し、百姓が罪もないのに突然非命に遭った。誠に政道に欠陥があってこの霊的な譴責を降したのである。朕の寡徳を天下に慙じ、静かにその過失を思えば甚だしく納隉している。そもそも漢朝では山崩れに際して修徳をもって災いを攘い、周の郊外で地震があった時は善言に感じて患いを統めた。然らば己を克して民を済う道は、どうして古に倣わないでいられようか。そこで特に使臣を降して慰撫を加えることにした。百姓で居住・生業が地震で陥没した者については、使者等は現地の官吏と議量して当年の租調を免除し、民・夷を問わず倉廩を開いて賑助し、屋宇の修築をさせ、職を失わせてはならない。圧死・溺死した者は早く葬埋に従い、寛恩を施すことに務めて朕の意に称うようにせよ」

On the day of Mizunoto-U in the first month of Tenchō 7 under Emperor Junna, a post station report from Dewa Province stated: "The governor of Akita Castle fortress, Fujiwara no Asomi Yukinori, holding the rank of Junior Sixth Rank Upper and acting as assistant governor, submitted a report on the 3rd day of this month at the Hour of the Rooster, stating: 'Today at the Hour of the Dragon, a great earthquake occurred with a sound like thunder. At that moment, the castle fortifications, government buildings, and the temple buildings of Shitennō-ji including the sixteen-foot Buddha statue and the Four Heavenly Kings' halls all completely collapsed. Within the castle, fifteen commoners were crushed to death by falling houses, and over one hundred people suffered broken limbs and other injuries. This is unprecedented in all recorded history. The ground cracked and split—in some places extending about thirty jō, in other places about twenty jō, with no place remaining uncracked. Moreover, the great river by the castle called Akita River has dried up completely, with its flow reduced to a narrow stream like a ditch. This is perhaps because the riverbed split open and the water leaked through to the sea. Officials and people are in turmoil and detailed investigation has not yet been possible. The edict of the 4th month, day of Tsuchinoe-Tatsu, states: "Recently it has been reported that Dewa Province suffered earthquake disasters, causing changes in mountains and rivers, the collapse of castle buildings, injuries to people and property, and innocent commoners suddenly meeting untimely deaths. This is truly because there are defects in governance that have brought down this spiritual reproof. I am ashamed of my meager virtue before all under Heaven, and when I quietly contemplate these faults, I am deeply distressed. In ancient times, when mountains collapsed during the Han dynasty, they used moral cultivation to ward off disasters; when earthquakes occurred in the outskirts of the Zhou capital, they responded to good counsel to control the affliction. How then can the Way of restraining oneself and saving the people fail to follow ancient precedents? Therefore, I specially dispatch envoys to provide comfort and care. For those commoners whose homes and livelihoods have been destroyed by the earthquake, the envoys shall deliberate with local officials to exempt the current year's taxes and tributes. Regardless of whether they are ordinary people or barbarians, open the granaries to provide relief, assist in rebuilding houses, and ensure they do not lose their occupations. For those who died from being crushed or drowned, quickly proceed with burial, and strive to bestow generous benevolence in accordance with my intentions."
