惟国本本固国寧朕之中襟諒功字育故令殊発
中便就加慰撫其人居散逸生業陥失者使等
與所在国吏斟量除当年租調幷開倉賑救助
修屋宇淪亡之徒務従葬埋天化之所被無隔
華夷恵之攸覃必該中外宜不論民夷普施優
恤詳暢寛弘之愛副朕推溝之懐

○続日本後紀 承和八年二月甲寅、信濃国が言上するには「地震があり、その音は雷のようで、一夜の間におよそ九十四度も起こった。塀や家屋が倒壊し、公私ともに損害を受けた」と。
七月己巳朔癸酉の詔に曰く「云々、聞くところによれば伊豆国で地震による異変があり、里落が完全でなくなり、人物が損傷し、或いは圧死・溺死した。霊的な譴責は必ず悪政に応じて起こるものである。往昔を鑑みて内心に恥じ入っている。伝えられているではないか、人こそが国の本であり、本が固ければ国が安寧になると。朕の中心にある思いは、まことに字育の功を思うゆえ、特に使者を発遣して慰撫を加えることにした。人で居住が散逸し生業が陥失した者については、使者等は現地の国吏と相談して当年の租調を免除し、並びに倉を開いて賑救し、屋宇の修築を助けよ。死亡した者については葬埋に務めよ。天の教化の及ぶところは華夷の隔てなく、恵みの覃ぶところは必ず中外に該当する。宜しく民夷を論ぜず普く優恤を施し、寛弘の愛を詳らかに暢べて、朕の推溝の懐に副うべし」

○文徳実録 嘉祥三年十月庚申、出羽国が上言するには「地が大いに震え裂け、山谷の位置が変わり、圧死者が多数出た」と。
十一月丙申の詔に曰く「云々、出羽州が壊れたのは偏に銅龍の撼動に応じたものであり、辺境の民衆が空しく梟禽の害を被った。邑居が震蕩し、厚きを蹈み高きを戴きながら...」

On the day of Tsuchinoto-U in the 5th month, one hundred monks were assembled in the Daigokuden (Great Audience Hall) to recite the Daihannya-kyō (Mahāprajñāpāramitā-sūtra) for seven days in order to eliminate disasters of earthquakes, epidemics, and calamities.
Jōwa 8 (841)
○ Shoku Nihon Kōki: On the day of Kinoe-Tora in the 2nd month of Jōwa 8, Shinano Province reported: "There was an earthquake that sounded like thunder, occurring approximately ninety-four times in one night. Walls and houses collapsed, causing damage to both public and private property."
The edict of the day of Mizunoto-Tori, the first day of the 7th month being Tsuchinoto-Mi, states: "Recently it has been reported that Izu Province suffered earthquake disasters, leaving villages incomplete, people injured, and some crushed or drowned to death. Spiritual reproof inevitably corresponds to bad governance. Reflecting on past precedents, I feel shame within my heart. Is it not said that people are the foundation of the state, and when the foundation is firm, the state is at peace? My innermost feelings truly contemplate the merits of nurturing and education, therefore I specially dispatch envoys to provide comfort and care. For people whose residences have been scattered and livelihoods lost, the envoys shall consult with local provincial officials to exempt the current year's taxes and tributes, open granaries for relief, and assist in rebuilding houses. For those who have died, attend to their burial. Where the transformation of Heaven extends, there is no distinction between civilized and barbarian; where benevolence spreads, it must encompass both interior and exterior. It is proper to bestow generous care universally regardless of whether they are ordinary people or barbarians, fully extending magnanimous love to fulfill my compassionate intentions."
Kajō 3 (850)
○ Montoku Jitsuroku: On the day of Kanoe-Saru in the 10th month of Kajō 3, Dewa Province reported: "The earth shook violently and cracked, mountains and valleys changed positions, and many died from being crushed."
The edict of the day of Hinoe-Saru in the 11th month states: "The destruction of Dewa Province was entirely due to the shaking of the bronze dragon, and the people of the border region suffered harm from rapacious birds in vain. The villages and dwellings shook violently, and while treading on the thick earth and bearing the high sky..."
