十月十三日丁酉 詔して曰く、云々。聞くところによると、陸奥国境内で地震が特に甚だしく、あるいは海水が暴溢して患いとなり、あるいは城宇が頽圧して殃をもたらした。百姓に何の罪があろうか。ただこの禍毒のみ、憮然として愧懼し、責任の深さは予にある。今、使者を遣わして恩煦を就布せしめ、国司とともに民夷を論ぜず勤めて自ら臨撫せよ。既に死せる者は尽く収殯を加え、その存する者は詳らかに振恤を崇めよ。その被害の大いに甚だしい者は租調を輸せしむること勿れ。鰥寡孤窮にして自立することができない者は、在所にて斟量し、厚く支済を宜しくし、矜恤の旨を務めて尽くし、朕が親しく覿るが若くならしめよ。

低地に水が結んで災いとなり、田園はこれによって淹れて傷つき、里落はそれによって蕩尽した。そもそも一物でも所を失えば思功は納隍し、千里の憂いを分かち、牧宰に帰せしむ。疑うらくは、これは皇猷がなお鬱して更化が宜しきに乖き、方失毘心がこの変異を致したのであろうか。昔、周の郊で苗が偃したとき、罪を感じて已めて患いを弭めた。漢朝では室が壊れたとき、徳を修めることに拠って災いを禳った。前事を忘れず、鋻を取ることここにあり。宜しく徳政を以て施し、彼の凋残を救うべし。太宰府に令す、その被災害の特に甚だしい者には、遠年の稲穀四千斛を以てこれを周給し、勉めて存恤を加え、失職せしむること勿れ。また壊垣毀屋の下にある所の残屍乱骸は、官が加えて収埋し、曝露に合わしむること勿れ。

13th day of the 10th month, Hinoto-Tori: An imperial edict was issued stating: "As we have heard, the earthquake in the territory of Mutsu Province was particularly severe. In some places, seawater violently overflowed causing disasters, and in others, castle buildings collapsed and brought calamity. What fault do the people bear? Only this calamity exists, and I am filled with sorrow and shame—the deep responsibility lies with me. Now I dispatch envoys to bestow imperial benevolence, and together with the provincial governors, regardless of whether they are ordinary people or barbarians, diligently provide personal care and comfort. For those already dead, provide complete funeral arrangements; for those who survive, thoroughly provide relief and care. Those whose damage is extremely severe shall be exempt from taxes and tributes. For the widowed, orphaned, and destitute who cannot support themselves, local authorities shall make careful assessments and provide generous financial support. Exhaust all efforts in compassionate relief, as if I were personally witnessing their plight."
23rd day, Hinoto-Hitsuji: An edict was issued stating: "As we have heard, in Higo Province torrential rains became violent,

forming floods in low-lying areas causing disaster. Rice fields were submerged and damaged by this, and villages were completely devastated by it. When even a single thing loses its proper place, good governance falls into ruin, and the worry spreads for a thousand ri, entrusted to local governors. It is suspected that this is because imperial governance remains stagnant, reforms deviate from what is proper, and the failure of compassionate governance has caused these strange phenomena. In ancient times, when crops withered in Zhou's suburbs, they felt guilt and stopped the disaster by ending [the cause]. In the Han dynasty, when buildings collapsed, they relied on cultivating virtue to ward off disasters. Not forgetting past events, we take lessons from this. It is proper to implement virtuous governance to rescue those who are withering and declining. Order Dazaifu that for those whose disaster damage is particularly severe, provide them with 4,000 koku of stored rice and grain from previous years, strive to add care for their survival, and do not let them lose their livelihoods. Also, for corpses and scattered remains under collapsed walls and destroyed houses, have officials collect and bury them, and do not let them be exposed."
14th day of the 12th month, Hinoto-Tori: Envoys were sent to the Grand Shrine of Ise, offering sacred objects and stating in the announcement:
