去る六月以来、大宰府が度々言上したところでは、新羅の賊舟二艘が筑前国那珂郡の荒津に到来した（中略）
また肥後国に地震・風水の災いがあり、舎宅がことごとく倒顛し、人民の多くが流亡した。このような災いは古来より未聞であると故老も申して言上した。そうしている間に、陸奥国でもまた異常な地震の災いを言上した。その他の国々でもまた頗る同様の災いがあると言上した。中略
国家の大禍、百姓の深憂となるであろうが、皆ことごとく未然のうちに払却銷滅を賜り、天下に騒擾驚動なく

国内平安に鎮護し救助を賜り、皇御孫命の御体を常磐堅磐に天地日月とともに夜護り昼護りに護幸し、矜み奉り給えと恐み恐みも申し賜うと申す。
十七日庚子 去夏、新羅海賊が貢錦を掠奪し、また大鳥が大宰府庁舎並びに門楼・兵庫の上に集まった。神祇官・陰陽寮が申すには、当に隣境に兵寇があるべきである。肥後国の風水、陸奥国の地震により廨舎を損傷し、黎元を没溺させた。この日、五畿七道諸国に敕命し、境内諸神に班幣して後害を予防せしむ。

Since the past sixth month, Dazaifu has repeatedly reported that two pirate ships from Silla arrived at Aratsu in Naka District of Chikuzen Province (omitted in part)
Also, in Higo Province there were disasters of earthquakes, wind, and floods, and all houses collapsed and fell down, with many people becoming displaced refugees. Such disasters have been unheard of since ancient times, as even the elders have stated in their reports. During this time, Mutsu Province also reported the disaster of an extraordinary earthquake. Other provinces also reported having quite similar disasters. (omitted in part)
This will likely become a great calamity for the nation and a deep worry for the people, but may all of it be completely dispelled and eliminated before it occurs, so that there will be no disturbance or alarm throughout the realm,

and may the nation be pacified and protected in peace, with assistance granted, and may the imperial grandson's body be protected as firm as eternal rock, together with heaven, earth, sun and moon, protected night and day, blessed with protection, and receive compassionate service—this we humbly and fearfully petition.
17th day, Kanoe-Ne: Last summer, Silla pirates plundered tribute brocade, and also large birds gathered on the Dazaifu government office, gates, towers, and armory. The Bureau of Divinities and Bureau of Onmyō stated that there should rightfully be military invasion from neighboring territories. Due to wind and floods in Higo Province and earthquakes in Mutsu Province, government buildings were damaged and the common people were drowned and submerged. On this day, imperial commands were issued to all provinces of the Five Home Provinces and Seven Circuits to distribute sacred offerings to all deities within their boundaries to prevent future disasters.
25th day, Tsuchinoe-Saru: An imperial order was issued to all provinces of the Five Home Provinces and Seven Circuits, with a limit of three days to transfer/rotate
