一 親類縁者たりといふとも常々行跡難
見届者ハ屋敷之内ニ差置申間敷候
一 小身之輩宿かり等猥ニ差置申間敷候若
差置不申候而不叶儀ニおゐてハ吟味之上慎成
者ニ候ハヽ請人を相立差置可申候尤宿かりの
様子をも無油断自分ニ見廻り可申付候江戸
留守の節ハ猶以一類共念を入遂吟味可差置候
右之趣今度被 仰出候条急度可被相守候相背
輩於有之ハ主人可為越度候以上

干鯛被献之
一 同月六日為御生見玉御祝儀御使者を以例之通

現代語訳
面々支配の者並びに召し仕いの下々に至るまで堅く相守る
ように申し付けるべきである
一、親類縁者といえども常々行跡が見届け難い
者は屋敷の内に差し置くべきではない
一、小身の輩の宿借り等をみだりに差し置くべきではない。もし
差し置かなければ叶わない事情においては、吟味の上慎み深い
者であれば請人を立てて差し置くべきである。もっとも宿借りの
様子も油断なく自分で見回りを申し付けるべきである。江戸
留守の節はなおさら一類ともに念を入れて吟味して差し置くべきである
右の趣、今度仰せ出されたので急度相守るべきである。背く
輩があれば主人が越度となる。以上

all retainers under one's command as well as servants and lower-ranking staff must strictly observe
[these rules] and should be so instructed
One: Even if they are relatives or family connections, those whose daily conduct is difficult
to verify should not be allowed to stay within the residence
One: Lodgers of low rank should not be carelessly allowed to stay. If there are
unavoidable circumstances requiring their accommodation, after careful investigation, if they prove to be
prudent persons, they may be allowed to stay with guarantors. Moreover, the
condition of lodgers should also be inspected personally without negligence. During
absence from Edo, relatives should be even more diligent in investigation before allowing anyone to stay
The above has now been proclaimed, so it must be strictly observed. If there are any
who disobey, their master will be held responsible. The above
