定
一、財政が困窮しているため、以前から度々倹約を命じてきたが、もとより余裕のない領地で、近年他からの資金調達等も手が回らない時節であり、この度必至の支出に対応することが困難な状況を役人共が申し立てた。春中から段々と検討を重ね、万事について格別の大幅削減をもって、あれを省き、これを減らすという事項について詳細に検討したが、従来から簡素にしてきた上は、当面差し迫った不都合は見当たらない。家臣の件については、以前から数度の借上があり、今でも借上を命じ置いており、連続して困窮している様子が気の毒であるため、何とか改善の方策について検討したいとの常々の考えであり、重ねて命じ難い事であるとはいえ、結局のところ継続が覚束ないほどの財政難であるため、困窮ながら今回なお一層、在所・江戸の家中一同に

Regulations
Article 1: Due to financial difficulties, we have repeatedly ordered frugality measures from before, but our domain has no surplus from the beginning, and in recent years we have been unable to manage financing from other sources during these difficult times. Our officials have reported that it has become extremely difficult to cover essential expenditures at this critical juncture. We have been conducting gradual examinations since spring, implementing exceptionally drastic reductions in all matters, eliminating this and reducing that through detailed deliberations. However, since we have already been practicing simplicity, no immediate inconveniences are apparent. Regarding the retainers, there have been several occasions of forced loans in the past, and we still have such loans in place. Their continuous state of poverty is pitiful, so we have always wished to find some way to improve their situation. While it is difficult to issue further orders, our financial difficulties are so severe that continuation seems uncertain. Despite our hardships, we now must once again [impose measures] on all retainers both in the domain and in Edo.
