格式以上当己之春より七ヶ年を限り并遍
之借米申付割合別紙之通相定也定借
之者共且在江戸小給之者共唯今迄用捨なし
置所今度ハ年数之間借米申付也誠々無

如何様にも取続においてハ尤忠勤たるへし家
中大小共ニ内證暮方之大略ニ至てハ人々之
覚悟次第ニ心得へし自他之場合人情を以
優美之風俗に移るへからさる事
一 家老共始無役之者とも并小高ニ而役人勤
筋ニよつて詮議之上再借有之内手当之
品相応ニ申付る事
一 衣服之制世上之風俗にしたかひ不得止事
上下其格々を不弁都而過分之品通例ニ
成来候か今度諸事大略ニ付在江戸ともに
家中之男女其格式ニ准し向後着服之次
第別紙之通相定所也見苦敷分尤用捨

附余情之道具好へからさる段家法条目ニ
載置所也当時改而云に及はす人々勤
道具家内日用不可闕器物之外ハ絵掛
物類を初細々之翫器ニ至り当前無用

現代語訳
身分以上の生活をしている者は当年の春から七ヶ年を期限として、また一律に借米を命じ、割合は別紙の通り定める。これまで借米を免除されていた者たちや江戸在住の薄給の者たちも、今まで配慮して免除していたが、今度は年数を限って借米を命じる。誠にやむを得ないことであるが、困難に耐えるべきところは言うまでもなく、どのようにしても家計を維持していくことが最も忠勤である。家臣の身分の高低を問わず、内証の暮らし方の簡素化については、各人の覚悟次第で心得るべきである。互いの状況や人情によって華美な風俗に流れてはならない。
一、家老をはじめ無役の者たち、および小高で役人を勤めている者については、その筋に応じて検討の上、再度の借上がある間は、手当の品目を相応に命じること。
一、衣服の制度について、世間の風俗に従い、やむを得ない事情から、身分の上下それぞれの格式を弁えず、すべて過分な品が通例となってきているが、今度諸事簡素化するにあたり、在所・江戸ともに家中の男女はその格式に準じて、今後の着服の順序を別紙の通り定めるところである。見苦しい部分は当然配慮すべきこと。
付け加えて、余計な道具を好んではならないという段は家法条目に記載してあるところである。現在改めて言うまでもなく、各人が勤めに必要な道具や家内の日用で欠くことができない器物以外は、絵画・掛物類をはじめ細々した玩具に至るまで、当面不要なものに心を寄せることはしてはならない。
一、家中の集まりの件については、曽祖父母・祖父母・親子・兄弟

Those living above their station shall be subject to mandatory rice loans for seven years starting from the spring of this year, with uniform application and rates determined as specified in the attached document. Those who have been exempted from rice loans until now, as well as those with small stipends residing in Edo, have been given consideration and exempted until now, but this time they will also be subject to rice loans for a fixed number of years. This is truly unavoidable, and while the hardships to be endured go without saying, maintaining one's household by any means necessary constitutes the highest form of loyal service. All retainers, regardless of rank, should understand that the simplification of their private lifestyle depends on each person's resolve. One must not drift toward luxurious customs based on mutual circumstances and personal sentiment.
Article 1: For senior councilors and others without office, as well as those serving as officials with small stipends, appropriate allowances shall be ordered according to their circumstances after deliberation, while repeat loans are in effect.
Article 1: Regarding clothing regulations, following social customs and due to unavoidable circumstances, people of all ranks have failed to observe proper distinctions of status, with all manner of excessive items becoming commonplace. Now, with the general simplification of all matters, the clothing order for men and women of the retainer class, both in the domain and in Edo, shall be determined according to their respective ranks as specified in the attached document. Unseemly aspects should naturally be avoided.
Additionally, the prohibition against favoring unnecessary implements is already recorded in the family law regulations. It goes without saying at present, but aside from implements necessary for each person's duties and indispensable household utensils for daily use, one must not set one's heart on currently unnecessary items, from paintings and hanging scrolls to various small decorative objects.
