以来ゆるまさる様諸向へ常々可心附段申付所

毎年正月七日両度此旨合承知緩怠すへ

現代語訳
今後緩むことのないよう、各方面へ常々心を配るよう申し付けるところである。御役人たちは言うまでもなく、すべての諸士から末端の者まで、速やかに気付いた件については、軽重や遠慮を顧みず、その筋々へ意見を申し出ること。
右の趣旨を領地・江戸の家中一統に厳格に遵守させ、毎年正月七日の両度、この旨を承知して怠ってはならない。なお詳細な義については追々改める品目は家老たちから申し聞かせるものである。

Henceforth, to ensure there is no relaxation, it is ordered that constant attention be paid to all quarters. Not only the officials, but all retainers from high to low ranks, should promptly report any matters they notice to the appropriate authorities, regardless of their severity or any hesitation.
The above provisions shall be strictly observed by all household members both in the domain and in Edo, and this directive shall be acknowledged twice every year on the seventh day of the first month without negligence. Furthermore, detailed matters and items requiring reform shall be communicated by the senior councilors in due course.
