○Regarding requests to adopt children of yoriki (police officials) as adopted sons into the guard units, and the approval of such requests as petitioned: this is as everyone knows. However, while exceptional cases involving specific individuals or unavoidable circumstances may occasionally be petitioned, even when there are no suitable candidates among relatives, since the guard units are large organizations, it should be possible to arrange suitable internal discussions. You are ordered to definitely inform everyone of this point. This should be understood accordingly.
However, there are no restrictions on guard units sending adopted sons to yoriki families, and no restrictions on either side regarding daughters' marriage arrangements.

1. Regarding peasants: to avoid further reducing their numbers, domain expulsion should be handled so as to keep the numbers small.
1. When light banishment offenders report illness and hardship, requesting temporary pardon from banishment for medical treatment, and after examination they are allowed to return home for recuperation during illness - while this has occurred until now, they do not recover and depart again, creating a very unseemly situation. Moreover, since the severity of illness cannot be determined, such requests shall not be accepted henceforth.
1. When those who have been banished as punishment or discipline reform their conduct and character, and local officials and townspeople collectively petition regarding their whereabouts, after official examination based on their inherent nature, pardons may be granted.
1. For those with light punishments, when parent-child meetings are requested based on the nature of their offense, permission may be granted after examination.
However, the duration of visits shall not exceed seven days, and second requests shall not be made.
1. Regarding the return of those banished from the domain: even without committing further crimes, the offense of returning is severe, so tattooing and banishment shall be imposed. Since this is established regulation, supervisors shall handle this without consulting higher authorities.
1. Those who return after tattooing and banishment shall be sentenced to death.
1. Those who return from light banishment shall be sentenced to domain expulsion even without committing further crimes, since this is established regulation. Supervisors shall handle this without consulting higher authorities.
1. The same treatment applies even to vagrants.
1. In general, all returnees shall be sentenced to death, tattooing, or domain expulsion (no lighter punishment shall be imposed) depending on the severity of any subsequent crimes.
