一目安箱内へ御条目之通勝手次第訴状投込可申事
一町人共之儀近来身上之高下を忘レ身上ゟハ結構之衣服を着致し栄耀
奢之風俗ニ相成候ヘハ自然与衰微之基ニ候間心得違無之様可致事
一町人共振廻等も身上ニ可応事ニ候料理之儀も結構無之候而ハ不相成候様ニ心得候
ヘハ自然与親類知音之交りもうとく相成且養子婚礼等之節も過分之物
入ニ相成候故右体之儀を難儀ニ存候風俗ニ相成候而ハ不相済事ニ候随分軽ク取
扱交りを厚ク可致事茶屋等ニ而も一通り之儀ハ随分可申付事花麗成儀ハ
無之様可致候心得違有之候而ハ是又衰微之基ニ候
一諸色高直ニ而ハ一統難儀之事ニ候勿論利分を以致渡世候町家之習ニ候ヘ共
程も可有之事高利をむさほらす随分下直ニ通用宜致候様可相心得事ニ候

一諸役人を初私曲非分有之事
一訴訟有之時役人不遂詮議長々於捨置者可直訴之旨相断之上可出事
一自分之為宜敷事或ハ私之遺恨を以人之悪事申間敷事
一不依何事自分慥ニ不知儀を人に被頼致直訴間敷候事
一訴訟等之儀其筋之役所へ未た申出さる内或ハ裁許不済内両様申出間敷事
一惣而有体を不申少ニ而も事を取繕ひ虚説書載申間敷事
一諸御役人を初手代等ニ至迄えこひゐきの取扱致し候者まひなひ私欲《割書:虚妄

の輩於有之ハ目安箱内へ投込可申事
現代語訳
役人共末々まで厳重に御締め方を仰せ付けられ、百姓共が迷惑いたさぬよう仰せ付けられた上は、十分に御役人共の指図を相守り申すべきこと。自然百姓共心得違い我儘不法の儀これあらば、急度曲事に仰せ付けられ候間、その段厚く相心得るべきこと。

一、目安箱内へ御条目の通り勝手次第訴状投げ込み申すべきこと
一、町人共の儀、近来身上の高下を忘れ身上よりは結構な衣服を着いたし、栄耀奢侈の風俗になり候えば、自然と衰微の基に候間、心得違いなきよう致すべきこと
一、町人共振る舞い等も身上に応ずべきことに候。料理の儀も結構でなくては相成らぬように心得候えば、自然と親類知音の交わりも疎く相成り、且つ養子婚礼等の節も過分の物入りに相成り候故、右体の儀を難儀に存じ候風俗に相成り候ては相済まぬことに候。随分軽く取り扱い交わりを厚く致すべきこと。茶屋等にても一通りの儀は随分申し付くべきこと。華麗な儀はなきよう致すべく候。心得違いこれあり候ては、これまた衰微の基に候
一、諸色高直にては一統難儀のことに候。勿論利分をもって渡世いたし候町家の習いに候えども、程もあるべきこと。高利をむさぼらず随分下直に通用よくいたし候よう相心得るべきことに候

一、総じて有体を申さず少しにても事を取り繕い虚説書き載せ申すまじきこと
一、諸御役人をはじめ手代等に至るまでえこひいきの取り扱いいたし候者、まいない私欲《割書:虚妄こまう》の輩これあらば目安箱内へ投げ込み申すべきこと

Officials at all levels shall be strictly controlled as decreed, and since it has been ordered that farmers shall not be troubled, they must thoroughly obey the instructions of officials. Should farmers naturally misunderstand and commit selfish illegal acts, they will immediately be severely punished, so this point must be thoroughly understood.

1. Regarding townspeople, recently they have forgotten their proper station and wear fine clothing beyond their means, adopting luxurious and extravagant customs. This naturally becomes the foundation of decline, so they must avoid such misunderstandings
1. Townspeople's behavior should also correspond to their station. If they think that elaborate cuisine is necessary, relationships with relatives and acquaintances will naturally become distant, and occasions like adoptions and weddings will require excessive expenses, creating a custom where such matters are considered burdensome. They should handle matters lightly and maintain close relationships. Even at tea houses, ordinary matters should be managed adequately. Splendid affairs should be avoided. Misunderstandings in this regard also become the foundation of decline
1. High prices for all goods cause hardship for everyone. Of course, it is the custom of merchant houses to make a living through profit, but there should be moderation. They should not greedily pursue high interest but should understand that reasonable prices and good circulation are important

1. Private misconduct and improper behavior by various officials

1. Regarding lawsuits and similar matters, one must not submit to both venues before reporting to the appropriate office or before judgment is completed
1. In general, one must not fail to state the truth or embellish matters even slightly with false statements
1. From various officials to clerks, if there are those who show favoritism in their dealings, or if there are individuals motivated by private greed (marginal note: falsehood and deception), this should be reported by submitting to the suggestion box
