〇越中国砺波郡五ケ山下梨村若井常右衛門与申者御当地へ由縁之者有之ニ付罷
越右常右衛門白焔硝製法致覚候ニ付御国中在々相廻り灰汁焔硝作り方百
姓共へ相伝へ申度旨ニ付吟味之上願之通致廻村之儀御免被成候〆り方之儀ハ御目付
共ゟ玉薬奉行へ申通筈ニ候 右之通相心得可被取扱候

〇右ニ付〆り方之儀別紙之通玉薬奉行共へ可被申渡候且又郡奉行へも心得ニ可被申聞候

一焔硝作り立之儀百姓共へ相対を以取組可申得心不致候儀者押而取計申間敷事
一焔硝御用之儀ハ追而御沙汰可有之事
但御用相極不申内ハ焔硝取散申間敷事
一百姓相対を以取組相伺候ハヽ其村名人別名前書付為指出可申事
一当時他領へ取組申間敷事
一火之元之儀可入念事 右之通被仰付候

一両御屋敷中都而夜分寄集り候事宵之内ハ格別及深更候儀有之候而ハ自然与火
之元等も不宜候間前々之通夜廻り之者へ申付以後右体之儀有之候ハヽ軽キ者御小屋ハ
勿論侍中御小屋ニ而も無断立入為致吟味候様被仰出候間兼而向々へ致通達置夜
廻り之者随分心を付致吟味候様可被取計候
但領御屋敷御台所之儀夜分ハ軽キ者共斗相詰居候事ニ候間是又夜廻り之者不
時ニ為立入火之元等心を付候様可被申付候
一御中屋敷夜廻り之者八幡口内御裏通りへも前々之通相廻諸事心を付候様可被申

御用人へ
〇越中国砺波郡五ヶ山下梨村の若井常右衛門と申す者が、当地へ縁故の者が有るために参りました。この常右衛門は白焔硝の製法を習得しているため、国中の在郷を回って、灰汁焔硝の作り方を百姓達に伝えたいとの事について、吟味の上、願いの通り村々を回ることを許可されました。締めくくりの件については、御目付より玉薬奉行へ申し通すはずです。右の通り心得て取り扱うべきです。
御目付へ
〇右の件について、締めくくりの件は別紙の通り玉薬奉行達へ申し渡すべきです。また郡奉行へも心得として申し聞かせるべきです。
別紙
一、焔硝作りの件について、百姓達へ相対取引で取り組むべきです。納得しない件については、無理に取り計らってはいけません。
一、焔硝御用の件については、追って沙汰があります。
ただし御用が決まらない内は、焔硝を取り散らしてはいけません。
一、百姓が相対取引で取り組むことを伺ってきた場合は、その村名・人別・名前を書付として差し出すべきです。
一、当時他領へ取り組んではいけません。
一、火の元の件については注意深くすべきです。 右の通り仰せ付けられました。
十一月八日
江戸にて 御目付へ
一、両御屋敷中すべて夜分に寄り集まる事について、宵の内は格別ですが、深夜に及ぶ事があっては、自然と火の元等も良くありませんので、前々の通り夜回りの者へ申し付け、以後このような事があれば、軽き者の御小屋は勿論、侍中の御小屋でも無断で立ち入って吟味するよう仰せ出されましたので、兼ねて向々へ通達しておき、夜回りの者が十分に心を付けて吟味するよう取り計らうべきです。
ただし領御屋敷御台所の件について、夜分は軽き者達だけが詰めている事ですので、これもまた夜回りの者が不時に立ち入って火の元等に心を付けるよう申し付けるべきです。
一、御中屋敷の夜回りの者は、八幡口内の御裏通りへも前々の通り回って、諸事に心を付けるよう申し付けるべきです。
ただし八幡口より入って御茶園口へ出るべきです。
十一月十六日
御奉行へ
〇当春に仰せ出された諸御借金御断延の件について、江戸表の銀主達より願いの趣があったけれども、当時評議も難しい。しかし年来出精の事なので、御年限中少分ながら御国元より俵数を遣わしますので、諸事聞き済ませに変わりなく、深切に御■■するよう申し述べる旨、小算松村善八郎へ申し含めて江戸表へ差し出し

〇A man named Wakai Tsunezaemon from Shimori Village in the Five Mountains of Tonami District, Etchu Province, has come here because he has connections in our domain. Since this Tsunezaemon has learned the method for producing white saltpeter, he wishes to travel around the rural areas of our domain to teach farmers how to make lye saltpeter. After examination, his request to travel around the villages has been approved. Regarding the final arrangements, the inspectors will report to the gunpowder magistrate. Please understand and handle this matter accordingly.
To the Inspectors
〇Regarding the above matter, the final arrangements should be conveyed to the gunpowder magistrates as stated in the attached document. Also, the district magistrates should be informed for their knowledge.

1. Regarding saltpeter production, farmers should engage through mutual agreement. Matters that they do not consent to should not be forcibly arranged.
1. Regarding official saltpeter business, there will be further instructions later.
However, saltpeter should not be dispersed until official business is determined.
1. When farmers inquire about engaging through mutual agreement, village names, population records, and individual names should be submitted as written reports.
1. Currently, engagement with other domains is prohibited.
1. Great care should be taken regarding fire safety. These instructions have been given.
November 8th
In Edo To the Inspectors
1. Regarding gatherings at both residences during nighttime hours: while early evening is acceptable, if activities extend into late night hours, fire safety naturally becomes problematic. Therefore, as before, night patrol personnel should be instructed that if such situations occur in the future, they should enter without permission for inspection, not only at quarters for lower-ranking personnel but also at samurai quarters. This has been announced, so advance notice should be given to all relevant parties, and night patrol personnel should take sufficient care in conducting inspections.
However, regarding the kitchens of the domain residences, since only lower-ranking personnel remain on duty at night, night patrol personnel should also be instructed to enter unexpectedly to check on fire safety and other matters.
1. Night patrol personnel at the middle residence should also patrol the inner back streets within Hachiman Gate as before, paying attention to all matters.
However, they should enter through Hachiman Gate and exit through the Tea Garden Gate.

〇Regarding the deferral of various domain debts announced this spring: although there have been requests from creditors in Edo, current deliberation is difficult. However, since this matter has required sustained effort over the years, during the designated period, rice will be sent from the home domain, albeit in small quantities. Therefore, please convey that all matters should be handled with unchanged sincerity and deep consideration, as instructed to Komura Zenpachiro for submission to Edo.
