July 25th To the Four Districts Magistrate ○Among the villages in the domain territory, for coastal villages, prepare a register listing countries, districts, and village names in order, and for boundary areas with other domains, record in detail which domain each neighboring village belongs to and submit this. August Speech document from Account Group Head Katsuya ■bei If there are uninhabited islands within the domain territory, they should be recorded at the end of the register marked as "abandoned." 1. To ensure there are no mistakes regarding coastal territories of ■ district and bays within the domain territory, the boundaries with other domain territories should be clearly identified by bay name. This has been ordered as above. After immediate investigation, written reports should be submitted. September 7th The following orders were given by the Senior Retainers with written instructions ○Regarding the addressing of letters between Guard Captains and Inspectors when including the lord's name, both sides claimed precedence based on old customs and could not reach agreement. When we quietly inquired of both offices, each had reasonable grounds, and it was difficult to determine which should be used. Therefore, abandoning past practices, we have now reached a new decision through deliberation, so both sides should make no further claims on this matter. 1. Regarding sons who have completed their audience during guard duty assignments, henceforth the Military Register Official and Chamberlain should communicate to Guard Captains through verbal instructions from Inspectors However, this applies not only to monthly duty officers but also to Guard Captains on regular duty 1. Matters regarding Guard Captains' Edo duty assignments should be understood through the Chamberlain 1. Regarding guard unit duties and pledge documents, henceforth these should be communicated from monthly duty officers as before 1. Official business involving instructions to colleagues through Inspectors should be addressed to "His Lordship" 1. When there are assignments for mounted night patrols, communications to Guard Captains for their information should be addressed with "sama" 1. Matters requiring greetings limited to Inspectors should be addressed with "sama" 1. Generally, matters received for information should be addressed with "sama" 1. At official meetings, when first receiving petitions and later communicating revisions through Inspectors, these should be addressed with "sama" 1. When sending guard unit members with official duties to Edo for their information, these should be addressed with "sama" 1. This has been decided as above, so this should be understood. Matters not covered in writing should be handled according to these precedents. As there are many items, during busy periods mistakes may occur, but if such situations arise, they should be handled through private consultation to reach understanding. November 6th
