〇五ケ村紙職之儀ハ古来ゟ之儀他所とハ格別之事ニ有之候公辺御用等之儀ニハ
前々ゟ御役人へ証判等被仰付候段至而重キ事ニ候右ニ付而ハ紙漉仕立方等致
覚候者ハ他所他村へ不指出五ケ村内ニ指置紙漉仕立方指支無之様取
扱可申候処猥ニ他所他村へ奉公人等へ指出候儀ハ五ケ村役人共御紙屋共も
心得違之事ニ候間此段被申聞叱之上前々之通他所他村へ奉公人等ニ不指出
候様急度可被申付候御紙屋共之儀ハ随分和熟申談紙漉仕立方等致
習候者相増段々功者ニ相成候様取計紙職方次第ニ致繫昌候様相心得可
申事ニ候此段御紙屋共へ急度可被申聞候惣而其所之者を他所他村へ不
指出人相増農業其職励方精ニ入御収納御用向等指支不申様相心得

正路ニ取扱郷中出銀等精々相減候様可相勤旨急度可被申付候各組之者出役之
節心得違無之様是又可被申付候
一常々往来之旅人難儀無之様宿々諸事相心得老幼或病人又ハ伊勢参体之者
者別而憐ミ遣候様可相心得候旨惣而かさつ無礼之儀無之様猶又各被申談候而問

一去卯年迄相勤候伝馬受負人共御趣意銀拝借之分年賦上納願ニ候へ共重キ御
趣意銀之儀ニ候間御取揚難被成候乍去各達之趣無拠訳合有之候間格別ニ令
評議元銀振替候而無利年賦上納ニ申付候然上ハ当辰年ゟ来ル丑年迄年々
十二月十五日限取立無間違可被致上納候 但拝借ニ口ニ而六貫四百匁也

〇五ヶ村の紙業については古来からのことで、他所とは格別の事情があります。公的な御用などについては、以前から役人へ証明判を申し付けられている段で、たいへん重要なことです。これに関しては、紙漉きの仕立て方などを覚えた者は他所他村へ出さず、五ヶ村内に置いて、紙漉きの仕立て方に支障がないように取り扱うべきところ、みだりに他所他村へ奉公人などとして出すことは、五ヶ村の役人たちも御紙屋たちも心得違いのことです。この段を申し聞かせて叱った上で、以前の通り他所他村へ奉公人などとして出さないよう、きっと申し付けなければなりません。御紙屋たちについては、十分に和睦して相談し、紙漉きの仕立て方などを習う者が増え、段々と上達するよう取り計らい、紙業を次第に繁栄させるよう心得るべきことです。この段を御紙屋たちへきっと申し聞かせなければなりません。総じて、その土地の者を他所他村へ出さず、人を増やして農業その他の職業に励み、精を入れ、御収納や御用向などに支障を申さないよう心得ることは、百姓の常に守るべきことです。以後はなお一層心得違いがないよう、村方で和談を遂げ、精を入れるよう、五ヶ村の役人たちへ申し付けなければなりません。

〇右同様に申し渡すので、五ヶ村紙会所出役小算たちからそれぞれ申し渡すよう取り計らうべきです。

四郡奉行
〇伝馬請負については一昨年の寅年以来、各自吟味の通り、宿々の問屋たちへ申し付けるべきです。なお、問屋たちは正しく取り扱い、郷中の出銀などをできるだけ減らすよう勤めるべき旨、きっと申し付けるべきです。各組の者が出役の際、心得違いがないよう、これもまた申し付けるべきです。
一 日常の往来の旅人が難儀しないよう、宿々で諸事を心得、老幼や病人、また伊勢参りの者などは特に憐れんで遣わすよう心得るべき旨、総じて軽率で無礼なことがないよう、なお各自で申し合わせた上で問屋たちへ申し付けるべきです。
一 去年の卯年まで勤めていた伝馬請負人たちの御趣意銀拝借分の年賦上納の願いについては、重要な御趣意銀のことなので、御取り上げは難しいのですが、各自の申し立ての趣旨にやむを得ない事情があるので、格別に評議して元銀を振り替え、無利息の年賦上納に申し付けます。その上は当辰年から来る丑年まで、年々十二月十五日限りで取り立て、間違いなく上納すべきです。 ただし拝借に一口につき六貫四百匁也

However, carelessly sending servants to other places and villages is a misunderstanding by both the Five Villages officials and the paper merchants. After explaining this matter and scolding them, they must strictly be ordered not to send servants to other places and villages as before. Regarding the paper merchants, they should sufficiently reconcile and consult together, arrange for more people to learn paper-making and production methods and gradually become more skilled, and understand how to gradually make the paper industry prosper. This matter must be strictly communicated to the paper merchants. In general, not sending local people to other places and villages, increasing the population to encourage agriculture and other occupations, applying oneself diligently so as not to hinder tax collection and official duties - this is what farmers should constantly observe. Hereafter, so that there are no further misunderstandings, the Five Villages officials must be ordered to achieve harmony in village discussions and apply themselves diligently.

〇Regarding post-horse contracting, since the year before last (Year of the Tiger), each should be assigned to the innkeepers of each post station as examined. Furthermore, the innkeepers should handle things properly and strive to reduce local silver contributions as much as possible, and this should be strictly ordered. When members of each group serve on duty, they should also be ordered to avoid misunderstandings.
1. So that travelers on regular journeys do not suffer hardship, each inn should understand various matters, and should understand to show special compassion to the elderly, young, sick, or those on pilgrimage to Ise. In general, so that there are no careless or rude behaviors, this should be communicated to innkeepers after each discusses among themselves.
