〇升之儀御家中町在相求度候ハヽ向後御勘定所へ相達可申升出来候上相渡候節
代銀相定ル直段包銀を以御勘定所へ相納升受取申候様此段御家中町在共ニ夫々
可被取扱候
一明和五子年改而被仰出候以後入方分量様シ之上相求候者へ相渡候升木品鉄具等
反曲損シ出来候而も御家中町在共ニ自分ニ手入修補相加へ不申様夫々被相触猶
又升仕立ニ相懸り候職人共相対ニ頼候者有之候而も向後ハ手入修補相加へ不申様
此段御作事所ゟ可申付事ニ候
一升相求度旨御勘定所へ相達候ハヽ其段御作事奉行大工頭共へ被申越明和五子年改而
被仰出候通入方分量様シ相済候升御勘定所へ御作事所ゟ受取代銀相定ル直段包
銀ニ而相求候者ゟ御勘定所へ為相納右御作事所ゟ受取候升相求候者へ被相渡代銀

御奉行
〇升の件について、御家中・町在で求めたい場合は、今後御勘定所へ届け出ること。升ができ上がって渡す際は、代銀を定められた値段で包銀として御勘定所へ納め、升を受け取ること。この段について御家中・町在ともにそれぞれ取り扱うこと。
一 明和五年子年に改めて仰せ出された以後、入れ方・分量を様子見した上で求める者へ渡す升について、木品・鉄具等が反ったり損じたりしても、御家中・町在ともに自分で手入れや修補を加えないよう、それぞれに触れ出すこと。また升仕立てに関わる職人たちに相対で頼む者があっても、今後は手入れ・修補を加えないよう、この段について御作事所から申し付けること。
一 升を求めたい旨を御勘定所へ届け出た場合は、その段を御作事奉行・大工頭たちへ申し越し、明和五年子年に改めて仰せ出された通り、入れ方・分量を様子見して済んだ升を御勘定所へ御作事所から受け取り、代銀を定められた値段で包銀として求める者から御勘定所へ納めさせ、右の御作事所から受け取った升を求める者へ渡すこと。代銀については、これまでの通り御金奉行・御貯方へその節に渡すこと。
右の趣について、各々から御作事奉行・大工頭たちへ申し通すこと。
三月十一日
郡奉行
〇上水川縁について、御家中・町方以外は従来通り間尺の区別なく隔てて郡方が支配すべきこと。立木の分を伐り取ることについても、これまた従来通り地元の村人たちが山奉行の指図を受けて取り扱うこと。諸方面へ差し障りのない所には、川縁囲い・田地囲い等の諸木々の苗木を植え付けて育てること。
一 上水川縁が破損した際は、従来通り郡方で吟味の上、修覆普請を申し付けること。
一 上水の内に流木がある際は、郡方で吟味の上、従来通り取り扱うこと。
一 上水の内に溺死人がいる際は、郡方・上水方立ち会いで引き上げた上は、郡方で吟味の上、従来通り取り扱うこと。
一 上水縁に不浄があって上水川中へ流れ入りそうな様子、或いは川中に不浄の物が流れかかっているのを上水方の渡り御長柄廻りの者が見つけた場合は、右の廻りの者が地掛かりの村人たちへ申し付け、川縁については取り除き、川中については引き上げること。もちろん心得違いの者がいて上水川中で不浄なことをする者がいる場合は、廻りの者が見つけ次第、名前・元所名等を承り届け、従来通り上水奉行へ届け出、上水奉行から向々通達の上、それぞれ咎め通り申し付けること。

To the Magistrate
〇Regarding measures (masu): If retainers or townspeople wish to obtain them, they must hereafter report to the Finance Office. When measures are completed and delivered, the payment in silver shall be made to the Finance Office at the established rate as wrapped silver, and the measures shall be received. Both retainers and townspeople shall handle this matter accordingly.
1. Regarding measures delivered to those who request them after inspection of capacity and quantity, as proclaimed anew in Meiwa 5, Year of the Rat: Even if the wooden parts, iron fittings, etc. warp or become damaged, both retainers and townspeople must not perform repairs or maintenance themselves, as shall be announced to each respectively. Furthermore, even if there are those who privately request craftsmen involved in measure construction, they shall not perform repairs or maintenance in the future, and this matter shall be ordered by the Construction Office.
1. When someone reports to the Finance Office their desire to obtain measures, this matter shall be communicated to the Construction Magistrate and Master Carpenters. According to what was proclaimed anew in Meiwa 5, Year of the Rat, measures that have passed inspection for capacity and quantity shall be received by the Finance Office from the Construction Office. The payment in wrapped silver at the established rate shall be paid by the purchaser to the Finance Office, and the measures received from the Construction Office shall be delivered to the purchaser. Regarding the silver payment, it shall be delivered to the Gold Magistrate and Treasury as before.
The above matter shall be communicated from each to the Construction Magistrate and Master Carpenters.
March 11th
District Magistrate
〇Regarding the banks of the water supply canals: Except for retainer and townspeople areas, the district administration shall control them without distinction of distance as before. Regarding cutting standing trees, this shall also be handled as before by local villagers under instructions from the Mountain Magistrate. In places where there is no obstruction to various uses, saplings of various trees for canal bank enclosures, field enclosures, etc. shall be planted and cultivated.
1. When water supply canal banks are damaged, repair construction shall be ordered after district examination as before.
1. When there is driftwood in the water supply, it shall be handled as before after district examination.
1. When there are drowning victims in the water supply, after retrieval by joint effort of district and water supply officials, it shall be handled as before after district examination.
1. When there is pollution on water supply banks that might flow into the water supply canal, or when polluting matter is flowing in the canal and is discovered by water supply patrol officials with long poles, these patrol officials shall order local villagers to remove it from the banks and retrieve it from the canal. Of course, if there are those who misunderstand and pollute the water supply canal, when patrol officials discover them, they shall confirm names and places of origin and report to the Water Supply Magistrate as before.
