                   諸役方へ 〇去年来思召を以段々御〆り方被仰付置候処何茂存寄宜役所取扱筋勘弁を以  乍少分宛も御減方相聞奇特之事ニ候此上猶又相ゆるみ不申様勘弁可有之候      三月十八日 但御発駕前日也                    金津奉行                    御奉行 〇三国湊沖之口米穀出船被指留入船之儀被指免候間前々之通可被取扱候      同日                    四郡奉行 〇百姓共心得方之儀兼而被仰渡も有之別而去秋厳重之被仰渡も有之候処相ゆるみ  候様相聞候猶又厳重被相触置候而以来之処被仰渡ニ相背候もの有之候ハヽ各於役所  被致吟味可被相達候                    町奉行 〇町人共心得方之儀去秋厳重被仰渡も有之候へ共月日を経自然と相ゆるみ候様相成  候而ハ不相済候乍然改而又々触等指出候而ハ町家之心得ニ寄自然商売体へも相障    候様之儀も有之候而ハ如何ニ候取〆り方之儀ハ御自分心配ニ可有之候惣而諸道具衣  服等ニ不依奢かましき品商ひ不致候得ハ自然与費も薄相成候間是等之儀被相  考連々宜被取計候      五月廿五日 〇在方田畑荒所起返し被仰付候ニ付御奉行初掛り被仰付御徒目付壱人同断之事      六月廿九日       御代官共へ可申聞旨別紙  御奉行 〇先頃之大水ニ而水難之村々之内水難ニ実残候立毛手入打捨置候様成儀も相聞候ケ様之儀ハ  有之間敷事候間厳重遂吟味聊も有之候立毛之分ハ随分麁末ニ不致候様可申付事  ニ候勿論是迄荒地之場所当荒之境紛敷儀無之様取扱候様可致事勿論ニ候兼而被  仰付置候通ニ候得ハ聊心得違ハ有之間敷候へ共万一心得違有之御手当之事而已申立強  第一之御田地麁末ニ相成候趣外ゟ相知候時ハ御代官共不調法之事ニ候間右之趣可被  申渡候      七月十一日

現代語訳

諸役方へ ○昨年来思し召しをもって段々御締まり方仰せ付け置かれ候処、何れも存じ寄り宜しく、役所取り扱い筋の勘弁をもって少しずつでも御減額方相聞こえ、奇特の事に候。この上なお又相緩み申さざるよう勘弁あるべく候。     三月十八日 但し御発駕前日なり                    金津奉行                    御奉行 ○三国湊沖の口、米穀出船指し留められ、入船の儀指し免され候間、前々の通り取り扱うべく候。     同日                    四郡奉行 ○百姓共心得方の儀、兼ねて仰せ渡しもこれあり、別して去る秋厳重の仰せ渡しもこれあり候処、相緩み候よう相聞こえ候。なお又厳重相触れ置かれ候て、以来の処仰せ渡しに相背く者これあり候わば、各々役所において吟味致し相達すべく候。                    町奉行 ○町人共心得方の儀、去る秋厳重仰せ渡しもこれあり候えども、月日を経て自然と相緩み候ようになり候ては相済まず候。しかしながら改めて又々触れ等指し出し候ては、町家の心得により自然商売体へも相障り候ような儀もこれあり候てはいかがに候。取り締まり方の儀は御自分心配にあるべく候。総じて諸道具・衣服等に依らず奢侈がましき品商い致さず候えば、自然と費用も薄く相成り候間、これらの儀相考え、連々宜しく取り計らうべく候。     五月二十五日 ○在方田畑荒所起こし返し仰せ付けられ候につき、御奉行始め掛かり仰せ付けられ、御徒目付一人同断の事     六月二十九日      御代官共へ申し聞かすべき旨別紙  御奉行 ○先頃の大水にて水難の村々の内、水難に実際残り候立毛手入れ打ち捨て置き候よう成る儀も相聞こえ候。このような儀はあるべからざる事に候間、厳重に吟味を遂げ、聊かでもこれあり候立毛の分は随分粗末に致さざるよう申し付くべき事に候。勿論これまで荒地の場所と当年荒の境紛らわしき儀なきよう取り扱い候よう致すべき事勿論に候。兼ねて仰せ付け置かれ候通りに候えば、聊か心得違いはあるべからず候えども、万一心得違いあり、御手当の事のみ申し立て、肝心第一の御田地粗末に相成り候趣外より相知れ候時は、御代官共不調法の事に候間、右の趣申し渡すべく候。     七月十一日

To All Departments ○Since last year, cost-cutting measures have been ordered by his lordship's will, and it is commendable that all departments have shown good judgment and, through careful management of their operations, have achieved even small reductions in expenses. You should continue to exercise prudence and not become lax in this matter.     March 18th (Note: The day before his lordship's departure)                    Kanazu Magistrate                    Magistrate ○At the mouth of Mikuni Port, outgoing rice ships are prohibited, but incoming ships are permitted. Handle this matter as before.     Same day                    Magistrate of Four Districts ○Regarding the conduct of farmers, instructions have been given previously, and particularly strict orders were issued last autumn. However, it has been reported that there is some relaxation in compliance. Strict notices shall be issued again, and if there are any who violate the orders in the future, each official shall conduct investigations at their offices and report accordingly.                    Town Magistrate ○Regarding the conduct of townspeople, strict orders were issued last autumn, but as time passes, there tends to be natural relaxation, which is unacceptable. However, issuing repeated notices might interfere with business operations depending on how the townspeople interpret them, which would be problematic. The matter of enforcement should be handled with your own discretion. Generally, if people refrain from dealing in luxurious goods, whether tools, clothing, or other items, expenses will naturally decrease. Consider these matters and handle them appropriately going forward.     May 25th ○Regarding the reclamation of abandoned farmland in rural areas, magistrates are appointed to oversee this, with one foot inspector also assigned to the same task.     June 29th      Separate document to be communicated to deputy officials  Magistrate ○Due to the recent flooding, it has been reported that in some flood-affected villages, standing crops that actually survived the flood damage are being neglected and abandoned. Such behavior is unacceptable. Conduct strict investigations, and for any surviving crops, however small, ensure they are not neglected. Of course, care must be taken in handling matters so that there is no confusion between previously abandoned land and newly damaged areas. Since instructions have been given previously, there should be no misunderstanding, but if there are any mistakes and officials only focus on disaster relief while neglecting the most important farmland, resulting in its deterioration becoming known to outsiders, the deputy officials will be held responsible for negligence.
