通急度相守組頭始町役人共等閑ニ無之様可被申付候且今般改候者共御憐愍
之上不残居住御免被成候呉々以来之儀ハ被仰出候趣ニ相違之取扱有之候ヘハ役人共
可為越度候
一出証文并引受証文等有之者を町内ニ指置候儀ハ右証文へ掛合慥成筈ニ候へ共引
受候町役人品ニハ可寄候へ共先ハ不調法之筋無之候右証文他所之者へ始而相渡
候者以来於有之ハ篤与可遂吟味事兼而実続合等有之儀ハ格別何歟指支等
出来之節俄ニ親類等之申立有之とも取揚間敷事併取組候者親類御当所
へ出一統相願ニ慥成儀ニおゐてハ格別他所出人右請人迄之申口ニ而親類申立
之儀ハ決而不相成是等之処吟味厚可有之事
一都而申渡候儀軽々敷存儀ハ有之間敷候へ共役所ゟ被申渡儀をも一旦々事与相心得候
而ハ役人共心得違ニ候
一不依何事下ゟ申出候儀ハ任勝手無筋之儀ニも理を付申出候儀可有之右体之事ハ役人
共厚申談可指押処筋なき事をも役人共功者ニ取計役所向打渡り聞届安キ道

現代語訳
通りを急ぎ守り、組頭をはじめ町役人共等閑にしないよう申し付けるべきである。且つ今回改めて調査した者共については、御憐愍の上、残らず居住を御許可になったが、くれぐれも以来のことについては仰せ出された趣旨に相違する取扱いがあれば、役人共の越度となる。
一、出証文並びに引受証文等がある者を町内に置く件については、右の証文へ掛け合わせれば確かなはずであるが、引き受けた町役人の質によるところもあるが、先ずは不調法の筋はない。右の証文を他所の者へ初めて相渡す者が以来あった場合は、篤く吟味を遂げるべきこと。兼ねてから実続合等がある件は格別だが、何か指障等が出来た節に俄に親類等の申立があっても取り上げるべきではない。併せて取組んだ者の親類が御当所へ出て一統相願いの確かな件においては格別だが、他所出の人で右の請人までの申口で親類申立の件は決してならない。これ等のところは吟味を厚くすべきこと。
一、すべて申し渡す件を軽々しく存じることはあるべきではないが、役所より申し渡される件をも一旦々のこととして心得るのでは、役人共の心得違いである。
一、何事によらず下より申し出る件は、勝手任せで筋のない件にも理を付けて申し出ることがあるだろう。右のような事は役人共が厚く申し談じて指し押さえるべきところだが、筋なき事をも役人共が功者に取り計らい、役所向きに打ち渡り聞き届け易い道理を示談で拵えて相願することはないか。この等の件はその時に当たる願主は有難く存ずるであろうが、後々の例に引かれ実事が済み難く不締りの基となる。自今以後この等の件を相心得、別して入念するよう篤と申し聞かせるべきである。
一、町人共が殺生を致すことは相成らない件であるところ、近来猥りに相成っているので、紛らわしい体がないよう急度申し付けるべきである。
一、江戸町通りを他国者人馬が往来しないよう先年も仰せ出されたところ、近頃等閑の趣に相聞こえる。急度脇道を通らないよう両問屋共より馬方人足等の者へなお又急度申し付けるよう申し聞かせるべきである。町廻り組の者は右の趣を心がけ、見付け次第過料等申し付けるよう仰せ付けられた。
一、追々御締り方を申し付けるので手詰のように心得るのでは了簡違いのことである。売買筋の件は賑やかに何事も手広に渡世を致すよう申し渡すべきである。

○町方油屋共の菜種綿実油絞高について、去る寅年より辰年まで三ヶ年のところを相糺し書付を指出すよう取扱うべきである。

The streets should be strictly guarded, and group leaders and town officials should be instructed not to be negligent. Moreover, regarding those who were investigated this time, out of compassion all were granted permission to reside, but if there is any handling contrary to what has been proclaimed regarding future matters, it will be considered a transgression by the officials.
Article 1: Regarding placing in town those who have exit certificates and acceptance certificates, checking against these certificates should ensure certainty, though it may depend on the quality of the town official who accepted them. For now, there is no negligent aspect. For those who first receive such certificates from outsiders in the future, thorough investigation should be conducted. While cases with existing real connections are exceptions, even if relatives suddenly come forward when some impediment arises, they should not be accepted. However, when relatives of those who have been accepted come to our locality and make unified petitions in certain matters, that is exceptional. But for people from other places, claims of kinship based solely on the word of their guarantors are absolutely unacceptable. These matters should be thoroughly investigated.
Article 1: While one should not take lightly anything that is announced, if officials regard even instructions from the office as temporary matters, this is a misunderstanding on the part of the officials.
Article 1: Regardless of the matter, petitions from below may attach reasoning even to matters that are arbitrary and without proper basis. Officials should thoroughly discuss and suppress such matters. However, do not officials sometimes cleverly handle even matters without basis, making them acceptable to the office by creating easily acceptable reasoning through consultation and then petitioning? Both wholesale dealers should be told to strictly instruct cart drivers, porters, and others not to use side roads. Town patrol groups have been ordered to be mindful of this matter and impose fines as soon as violations are discovered.
Article 1: Just because restriction measures are being gradually implemented does not mean one should consider it a tight situation - this would be a misunderstanding. Regarding trade matters, instructions should be given to conduct business prosperously and on a large scale in all things.

○ Regarding the oil pressing volume of rapeseed and cotton seed by oil merchants in the town district, they should be required to investigate and submit written reports for the three years from the previous Tiger year to the Dragon year.
