〇去ル丑年ゟ格別之御趣意被仰出御家中半減御借米被仰付置御年限中厳重之
御倹約ニ而万端御入用ニ掛り候儀ハ御省略有之事ニ候然処在々検見被指出候ヘハ御
入用も有之ニ付当巳年ゟ当分検見被相止候御勝手御指支候儀ハ各承知之通元来
他国とハ違御地面御余計無之御取箇高無数ゟ事起り候事ニ候在方迚も困窮 之様子ニハ候へ共格別之御時節ニ付別紙之通御省略被仰出候至而作難等有之年柄之
儀ハ格別是迄之仕来ニ不拘村免ニ相復候様被仰出候此段厚取扱候様御代官共へ
可被申聞候

〇当巳年ゟ当分御趣意を以在々検見被相止村別免合之儀ハ前々ゟ之免合相勤居候村々
ハ其儘之免ニ而為相勤可申事
一近年作難ニ而下り免ニ相成有之村々ハ勿論其余下り免ニ相成有之村々ハ取返免可申付事
一近年度々出水ニ而荒所相成土地起返厳重ニ相改未相復分ハ下行米を以御手当可被下事
一年々被下来候荒所下行定下行之類も御吟味之上減方可被仰付事
一村々之内困窮達ニ付被下候下行米次第減ニ相成候分減方之儀五ケ一減以上被相定候分ハ
是迄之通其余ハ惣而五ケ一減ニ被仰付候事
一無毛田出来願出候村々ハ役人竿入吟味之上下行米を以御手当可被下事
一近年村々作難申立強役人令吟味候ヘハ為指事も無之儀を申立候村々も有之趣相聞候
右体之作難ハ御取上無之筈ニ候併無毛ニ成不成之境ニ而及難儀申体之義ハ
於御代官
所得与相糺可申達事役人被指出御吟味之上夫々御手当可被下事

○出水の節の水分量吟味方の便利のため、舟橋際において分杭を設置することを申し付けられたので、その段を取り扱うよう四王天又兵衛へ申し渡すべきである。もっとも右の分杭は以後又兵衛の支配に申し付けられたので、これもまた申し聞かせるべきである。

御奉行
○去る丑年より格別の御趣意が仰せ出され、御家中半減御借米を申し付け置き、御年限中は厳重な御倹約で万端御入用にかかる件は御省略があることである。然るところ在々の検見を指し出させると御入用もあるので、当巳年より当分検見を相止めることとした。御勝手御指支の件は各々承知の通り、元来他国とは違い御地面に御余計はなく、御取箇高が無数であることから起こることである。在方とて困窮の様子であるが、格別の御時節につき別紙の通り御省略が仰せ出された。至って作難等がある年柄の件は格別で、これまでの仕来に拘らず村免に相復するよう仰せ出された。この段厚く取り扱うよう御代官共へ申し聞かせるべきである。
別紙
○当巳年より当分の御趣意をもって在々の検見を相止め、村別免合の件は前々からの免合を相勤めている村々はそのままの免で相勤めるべきこと。
一、近年作難で下り免に相成っている村々はもちろん、その余の下り免に相成っている村々は取返免を申し付けること。
一、近年度々出水で荒所に相成り、土地起返を厳重に相改めた結果、未だ相復していない分は下行米をもって御手当を下されること。
一、年々下されて来た荒所下行、定下行の類も御吟味の上、減方を仰せ付けられること。
一、村々のうち困窮に達したので下された下行米が次第に減に相成った分の減方の件は、五ヶ一減以上に相定められた分はこれまで通りとし、その余は惣じて五ヶ一減に仰せ付けられること。
一、無毛田出来を願い出た村々は、役人が竿入吟味の上、下行米をもって御手当を下されること。
一、近年村々で作難を申し立て、役人に吟味させると、為す指すこともない件を申し立てる村々もある趣が相聞こえる。右のような作難は御取上げがないはずである。併せて無毛になる・ならないの境で難儀に及び申すような件は、御代官所において得と相糺して申し達すること。役人を指し出し御吟味の上、それぞれ御手当を下されること。
右は当巳年の御趣意をもって仰せ付けられたが、前々より仰せ出された通り、在々の諸失却、無益の費がないよう、なお又御代官所において吟味の上、存寄もあれば相達すべきである。百姓共の奢り間敷件は申すに及ばず、万端相慎み、農業精を入れ、勝手取続き、御納所を相勤めることが肝要であるので、面々支配の村々へ申し渡すよう仰せ出された。以上

○Since the previous Year of the Ox, special policies have been proclaimed, ordering half-reduction rice loans for retainers, and during the designated period, strict economy measures have required the elimination of all unnecessary expenses. However, since crop inspections in rural areas require expenses, they have been temporarily suspended from this Year of the Snake. Regarding the financial difficulties, as everyone knows, unlike other provinces, our domain has no surplus land, and the problem stems from the countless small tax units. While rural areas are also in a state of hardship, due to these exceptional times, cost-saving measures have been proclaimed as detailed in the separate document. Regarding years with particularly poor harvests, exceptional measures have been proclaimed allowing return to village-based tax assessment regardless of previous practices. This matter should be communicated thoroughly to the deputy officials for proper handling.
