度及破損修覆之儀甚難渋之趣且又家下へ懸り候者共ハ商業ニ相障候儀
ニ而別而及難儀候旨相願候段町奉行ゟ達有之依之山奥切通シゟ社郷へ悪水路
掘割之儀伺之上地懸り村々為遂吟味候処新規之事ニ而彼是相願候趣も有之候へ共
何も見越之申立ニ而相分り候儀も無之候ニ付地面之高低等用水役方ニ而為致見分候
処水路指支之儀無之趣相達候ニ付此度切通シゟ社郷へ新規掘割被仰付候以後ニ至り
若地掛り村々相顕レ候故障之儀も出来候ハヽ其節ハ是迄之悪水路普請可被
仰付候間右之趣支配下地懸り村々へ可被申聞置候

現代語訳
○御家中が長々と御借米を仰せ付けられていることについて、御手当のために御貸銀を仰せ付けられたところ、追々上納が嵩んでますます難渋することもあるだろう。これについて寅年の拝借の件は去年の通り、卯年拝借銀も元銀の御見延べを成され、利足のみ上納することに仰せ付けられたので、右の段を相触れるべきである。

○天王領の中山・勾当原両村より指し出す炭・薪・樽その外何によらず相求めることは堅く仕るまじきことである。もっとも右両村の人共とは馴れ合い申すまじきことである。重ねて相触れるまで右の通りであるので、左様に相心得るべきである。

中領郡奉行
○山奥村の悪水仕の件について、先年新規に仰せ付けられたところ、寺門前木田町の家下より掘割申すことで毎度破損に及び、修復の件が甚だ難渋である趣、かつまた家下へ懸かる者共は商業に相障る件で別して難儀に及んでいる旨を相願った段について、町奉行より達しがあった。これにより山奥の切通しより社郷へ悪水路掘割の件を伺いの上、地懸かり村々のために吟味を遂げたところ、新規のことでかれこれ相願う趣もあったが、
何も見越しの申し立てで相分かる件もなかったので、地面の高低等を用水役方で見分を致させたところ、水路に指し支えの件はない趣が相達したので、この度切通しより社郷へ新規掘割を仰せ付けられた。以後に至り、もし地懸かり村々に相顕れる故障の件も出来したならば、その節はこれまでの悪水路普請を仰せ付けられるので、右の趣を支配下の地懸かり村々へ申し聞かせ置くべきである。

○Regarding the long-term rice loans (go-karimai) granted to the retainers, monetary loans (go-kashigin) were issued as financial assistance. However, as the repayments have gradually increased and may cause even greater hardship, concerning the loans from the Tiger Year, they shall remain as last year, and for the Rabbit Year loan money, the principal shall be deferred and only the interest shall be paid. This matter should be communicated accordingly.

○It is strictly forbidden to purchase charcoal, firewood, barrels, and any other goods brought from the villages of Nakayama and Kotōhara in Tennō domain. Moreover, collusion with people from these two villages is forbidden. Until further notice is given, this shall remain in effect, so understand accordingly.

○Concerning the drainage work for Yamaoku Village, which was newly ordered in previous years, there was a report from the town magistrate that excavation from the residential areas below Jimonzen Kida-machi has repeatedly caused damage, making repairs extremely difficult, and that those residing in the residential areas are experiencing particular hardship as it interferes with their commerce. Consequently, upon inquiry regarding excavation of a drainage channel from the Yamaoku cutting to Shagō, an investigation was conducted for the benefit of the affected villages. Although there were various petitions regarding this new project,
since these were all speculative claims with no clear understanding, the irrigation officials inspected the terrain elevation and other factors. They reported that there would be no obstruction to the waterway, so a new excavation from the cutting to Shagō has been ordered at this time. Should any problems clearly arise in the affected villages in the future, the previous drainage construction will be ordered at that time. This matter should be communicated to the affected villages under your jurisdiction.

Article 1: The excavation of the cutting and construction of water gates above the cutting shall be carried out by Yamaoku Village.
Article 1: For the additional excavation of the Sueko channel from within Monzen Village territory at the cutting boundary, the excavation of the new channel, the reverse water barrier at the large river mouth, and all expenses up to water gate construction, arrangements should be made for orders to be issued from above.
