一寛政十午年      御家中被下取扱混雑致シ候ニ付以後左之通      相心得可被取扱候            渋谷権左衛門 江戸ニ而 一御■【俵?】金并都而年相定有之被下候儀ハ各ゟ書付を以御奉行共へ被相渡吟味之上不及伺  可被取扱候一御供不時助之儀ハ御取扱無之事尤定助ニ被仰付候者へハ近格之通被下置候 一御家譜定掛り之者へハ御取扱是迄之通 一年々寄格列御用番出精相勤候者被下定式之形チニ被下候類相見へ候此儀ハ例式ニハ  不被成持前之御用年々多少之儀ハ際限無之一体出精相勤候儀ハ御吟味之上御沙汰有之  義ニ候時之御褒美等相当り之儀ハ一統重キ評議之上可相定事 一不時御褒美ハ其外何事ニ不寄新規被下之儀ハ調之上書付を以可被相達候        〆  〇御倹約之義諸向無油断趣ニ候得共御用多ニ付出方出増■【尤?】今年御普請御修覆等  ニ而御金廻り御難渋ニ候得ハ尚以御不益無之様諸向へ被仰出候事         正月廿四日                                              町奉行へ 〇近年町方困窮之段達 御聴去ル子年も御意有之則其節申聞候■■其後も大火等相続  弥増可及困窮右ニ付油断ハ有之間敷候得共先年も申聞候通諸事渡世之助ケニも相成  一体町方之賑ひニ可相成筋之義ハ与力共并組頭とも江も穿鑿有之可申達候猶又御  吟味之上御沙汰可被成下候此段可申渡旨被仰出候       二月十六日 御自筆御書付之写                 諸月番 一代々と申条別而 徳正院殿深キ 御思慮を以 源隆院殿及我等当家  江罷越家格何角茂古代へ立戻り候儀も有ん■と 御心底を被尽其意を  請継罷在処追々結構蒙 仰代々江之追孝不過之近年病身故押張勤  筋も無之心外ニ存居候処 隆芳院殿御位階同様被叙正四位下之条蒙  仰候儀共重畳難有存事ニ候位階之儀ハ末々不案内之者共ニ至候而ハ我等  難有存候程ニハ相弁申間敷クと存事ニ候且又今年之儀も亦復 伊予守為名  代国許へ被相越候様彼是取調候処多分差支も無之趣と被存候誠類例も無之  格別之事と存候乍去いつ迄も右体ニ而も済間敷哉未た帰国等難致年齢ニも無  之全可依気分事故此末之運未た心底決定無之事ニ候 一近来別而重キ借米申付置誠ニ長々艱難相凌無滞致上納令満足且者心痛  之事共ニ候尤今更之儀ニも無之国許之儀ハ縄入之地面ニ付余国とハ収納薄 代々勝手  不如意貞享以来定之通知行擬作相渡候年柄も稀ニ而町在へも前々ゟ用金  等申付漸用向相弁歎敷存ル訳合手筋之方ヘハ具ニ相届令思慮事ニ候至而  困窮之趣相達候ニ付申付方も可有之哉与種々取調申付候得共兎角不任心底候

現代語訳

一、寛政十午年      御家中への下賜取扱いが混雑しているため、以後左記の通り      心得て取り扱うべきである            渋谷権左衛門 江戸にて 一、御俵金並びにすべて年季を定めて下賜される件は、各々から書付をもって御奉行共へ渡し、吟味の上、伺いに及ばず取り扱うべきである 一、御供不時助の件は御取扱いしないこと。もっとも定助に仰せ付けられた者へは近格の通り下賜しておく 一、御家譜定掛りの者へは御取扱いはこれまでの通り 一、年々寄格列、御用番出精して相勤める者への下賜、定式の形で下賜される類が見受けられる。この件は例式にはされず、持前の御用年々多少の件は際限がない。一体出精して相勤める件は御吟味の上御沙汰があるべき義である。時の御褒美等相当の件は一統重き評議の上定めるべきこと 一、不時御褒美はその外何事によらず新規に下賜する件は調べの上、書付をもって相達すべきである        〆  ○御倹約の義、諸向油断なき趣であるが、御用多きにつき出方出増、もっとも今年御普請御修復等にて御金廻り御難渋であれば、なお以て御不益なきよう諸向へ仰せ出されること         正月二十四日                                              町奉行へ ○近年町方困窮の段、御聴に達し、去る子年も御意があり、則ちその節申し聞かせた通り、その後も大火等相続き、いよいよ増して困窮に及ぶべし。これにつき油断はあるべからざるが、先年も申し聞かせた通り、諸事渡世の助けにも相成り、一体町方の賑わいに相成る筋の義は、与力共並びに組頭ともへも穿鑿があり申し達すべきである。なお又御吟味の上御沙汰を成し下されるべし。この段申し渡すべき旨仰せ出された       二月十六日 御自筆御書付の写                 諸月番 一、代々と申す条、別して徳正院殿深き御思慮をもって源隆院殿及び我等当家へ罷り越し、家格何かと共に古代へ立ち戻る義もあらんと御心底を尽くされ、その意を請け継ぎ罷りある処、追々結構なる仰せを蒙り、代々への追孝これに過ぎず。近年病身故押し張って勤める筋もなく、心外に存じ居る処、隆芳院殿御位階同様に正四位下に叙せられる条、仰せを蒙る儀共、重畳ありがたく存ずることである。位階の義は末々不案内の者共に至っては、我等がありがたく存ずる程には相弁え申すべからずと存ずることである。且つ又今年の義も亦復、伊予守名代として国許へ相越される様、彼是取り調べる処、多分差し支えもなき趣と存ぜられる。誠に類例もなき格別のことと存ずる。されど何時までも右体にても済むべからず。やはり未だ帰国等致し難き年齢にもなく、全く気分に依るべき事故、この末の運未だ心底決定なきことである 一、近来別して重き借米申し付け置き、誠に長々艱難相凌ぎ滞りなく上納を致し満足せしめ、且つ心痛の事共である。もっとも今更の義にもなく、国許の義は縄入の地面につき余国とは収納薄く、代々勝手不如意、貞享以来定めの通り知行擬作相渡す年柄も稀にて、町在へも前々より用金等申し付け、漸く用向相弁え歎かしく存ずる訳合、手筋の方へは具に相届け思慮せしめることである。至って困窮の趣相達するにつき、申し付け方もあるべきかと種々取り調べ申し付けるが、とかく心底に任せず

英語訳

1. Kansei 10th year, Year of the Horse      Regarding the handling of grants to retainers becoming chaotic, hereafter      it should be understood and handled as follows      Shibuya Gonzaemon In Edo 1. Regarding rice stipend money and all matters with fixed terms for grants, each person shall submit written documents to the magistrates, and after examination, these shall be handled without need for consultation 1. Regarding irregular allowances for attendants, these shall not be handled. However, for those appointed to regular allowances, grants shall be made according to established precedent 1. For those assigned to genealogical record duties, handling shall continue as before 1. Regarding annual grants to those of various ranks who serve diligently in their official duties, there appear to be cases of grants made in regular form. This matter shall not become routine practice. The amount of individual duties varies annually without limit. Generally, diligent service shall be subject to examination and official decision. Appropriate rewards at the time shall be determined through serious deliberation by all 1. For irregular rewards and all other new grants regardless of reason, these shall be reported in writing after investigation        End ○Regarding frugality, all departments are being careful, but due to numerous duties, expenses are increasing. Since then, with continued great fires, the situation will become increasingly impoverished. While there should be no negligence in this matter, as explained in previous years, for all matters that can help people's livelihoods and generally contribute to the prosperity of the townspeople, the yoriki and squad leaders should investigate and report. In recent years, due to poor health, there is no need to force myself to work, which I find regrettable. This is truly an exceptional matter without precedent. However, such arrangements cannot continue indefinitely. As I am not yet of an age where returning to the domain would be difficult, and it depends entirely on my condition, my future course is not yet determined in my heart 1. Recently, especially heavy rice loans have been ordered, and truly after long hardship and struggle, payments have been made without delay to satisfaction, though these are matters of great concern. Of course, this is nothing new. Regarding domain affairs, as the land is measured territory, the harvest is thinner than other domains. For generations, finances have been difficult. Since the Jōkyō era, it has been rare to distribute the established stipends as determined. Even to towns and villages, we have long requested financial assistance, barely managing our needs, which is lamentable. The circumstances have been fully reported to the appropriate authorities for their consideration. As the situation of extreme poverty has been reported, we wonder if there might be some measures to be ordered, and though we have investigated and ordered various approaches, things do not go according to our wishes
