壱人仮出役被仰付候間取扱方之義ハ三国湊口銭役堀長兵衛申談相勤候様可被取

〇去ル丑年以来御家中半減御借米被仰付一統甚難儀ニ付寅年以後年々御貸
札被下銀等被仰付候然ル処五人扶持以下之面々御貸米無之候得共右同様御取扱
有之今年之義ハ歩通り俵数を以御手当被成下候得共右之面々へ御手当者
無之筈ニ候併去巳年迄之御手当同様御取扱被下候事故今年之義も御手当被
成下置候様致度旨支配頭之面々内々御歎申上候段相聞依之評議候処不及
御取揚事ニ候得共当年之義ハ格別之趣を以歩通り俵数割合之半分通り
五人扶持以下之面々へも御手当被成下候間夫々可被取扱候且又向後ハ御借米
被仰付置候ニ付御手当被成下候節ハ都而御取扱無之候左様可被相心得候
但右之趣左様相心得取計候様御目付へも被仰出候

〇先達而他所者之義ハ都而御指留置之義候得共其品ニより御免も被成下候ハヽ
自然与人足も多ク町方賑ひ渡世之助ケニも可相成旨書付を以被相伺候依之
評議之上相伺候処町方之賑ひニも相成候ハヽ御免も可被成下旨被仰出候尤其
品にも寄り可申事ニ候得ハ願出候共下地於役所得与吟味之上可被申達候
勿論一体ニ他国者御免と下々相心得候而ハ心得違之事ニ候間右趣意
程合相含可被取計候
但角力操軽業能役者類様生国慥成者町方賑ひ之為にも相成儀ハ願主
有之節於町役所得与吟味之上可被相達事
一居合抜薬売豆蔵体候者之類ハ勿論及沙汰ニ間敷事
但右之類ニ而も誓願寺共より願出候ハヽ其品ニより見免し候儀も吟味

〇御領分宿浦并三国湊先年丸岡領瀧谷町与出入有之既ニ及出訴則
現代語訳
一、河野浦今泉浦の廻船出入の義は三国湊と同様に仰せ付けられるにつき、諸事取り扱いの義について小算一人を仮出役に仰せ付けられるので、取り扱い方の義は三国湊口銭役堀長兵衛と申し談じて相勤めるよう取り計らうべきである 別紙右同断
五月二十三日
御奉行へ
○去る丑年以来御家中半減御借米を仰せ付けられ、一統甚だ難儀につき、寅年以後年々御貸札被下銀等を仰せ付けられた。然るところ五人扶持以下の面々は御貸米がないけれども、右同様の御取り扱いがあり、今年の義は歩通り俵数をもって御手当を成し下されたけれども、右の面々へ御手当はないはずである。併しながら去る巳年までの御手当同様の御取り扱いを下されることゆえ、今年の義も御手当を成し下し置かれるよう致したい旨、支配頭の面々が内々御歎き申し上げた段が聞こえた。これにより評議したところ、御取り上げに及ばないことであるけれども、当年の義は格別の趣をもって歩通り俵数割合の半分通り、五人扶持以下の面々へも御手当を成し下されるので、それぞれ取り扱うべきである。且つまた向後は御借米を仰せ付け置かれるにつき、御手当を成し下される節はすべて御取り扱いがないので、左様相心得るべきである。
但し右の趣を左様相心得取り計らうよう御目付へも仰せ出された
六月六日
町奉行へ
○先達って他所者の義はすべて御指し留め置かれることであるけれども、その品により御免も成し下されるならば、自然と人足も多く町方賑わい、渡世の助けにも相成る旨、書付をもって相伺いされた。これにより評議の上相伺いしたところ、町方の賑わいにも相成るならば御免も成し下される旨仰せ出された。もっともその品にも寄り申すことであるから、願い出た共、下地役所において得と吟味の上申し達すべきである。勿論一体に他国者御免と下々が相心得してはいけないのは心得違いのことであるから、右趣意程合を相含み取り計らうべきである。
但し角力操軽業能役者類の様、生国確かな者で町方賑わいのためにも相成る儀は、願主がある節、町役所において得と吟味の上相達すべきこと
一、居合抜薬売豆蔵体候者の類は勿論沙汰に及ばないこと
但し右の類にても誓願寺共より願い出るならば、その品により見免しする儀も吟味の上のこと

To the Magistrates
○Since the year of the Ox, half-reduction rice loans have been ordered for the retainer families, causing great hardship for all. From the year of the Tiger onward, annual loan certificates and silver grants have been ordered. However, while those with five-person stipends or less do not have rice loans, they received similar treatment. This year, allowances were provided based on the standard rate per number of rice bales, but those people were not supposed to receive allowances. Nevertheless, since the same treatment as the allowances up to the year of the Snake was provided, the supervising heads privately petitioned that allowances should continue to be provided this year as well. Upon deliberation, while this matter need not be taken up officially, for this year as a special measure, half the amount based on the standard rate per number of rice bales will be provided as allowances to those with five-person stipends or less, so each should handle accordingly. Furthermore, going forward, since rice loans have been ordered, when allowances are provided, there will be no special treatment, so this should be understood accordingly.
However, the above matter was also announced to the inspectors for their understanding and handling

To the Town Magistrates
○Previously, all outsiders were prohibited, but a written petition was submitted stating that depending on the type, if permission were granted, naturally there would be more workers and the town would prosper, helping people's livelihoods. Upon deliberation and inquiry, it was announced that if it contributes to the town's prosperity, permission may be granted. Of course, it depends on the type, so even if petitions are submitted, they should be thoroughly examined at the local office before being reported. Naturally, if the common people understand this as general permission for people from other provinces, this would be a misunderstanding, so matters should be handled with proper understanding of this intent.
However, for sumo wrestlers, puppeteers, acrobats, and skilled performers whose birthplaces are certain and who contribute to the town's prosperity, when there are petitioners, they should be thoroughly examined at the town office before being reported
1. Sword-drawing performers, medicine sellers, street entertainers and the like naturally need not be discussed
However, even among such types, if petitions come from temples, depending on the case, permission may be considered after examination
