一御使者御断尤是迄御使者有之候御先方へも御断被仰遣候事
一御一門様方御縁家様方ゟ不時御相談等有之節御使者是ハ格別之事
一是迄年始其外此御方《見せ消ち：様｜》へ御勤之御方々へも御出無之様御断可被仰遣事
一御用人諸所以前之通御用向或ハ御用談等ハ御右筆部屋ニ而取扱可申事
但部屋之儀ハ当時之通其儘被下置候事
一御小姓年始御礼席之儀御国ニ而ハ韃靼之間江戸表ニ而ハ小書院ニ而御礼申上候様被仰付候事
一御国江戸表共ニ玄猪節分之節表向ゟ罷出候儀被相止候事

一 御使者は御断り。もっともこれまで御使者があった御先方へも御断りを申し遣わされる事。
一 御一門様方・御縁家様方から臨時の御相談等がある節の御使者、これは格別の事。
一 これまで年始その他この御方へ御勤めの御方々へも御出でなきよう御断り申し遣わされるべき事。
一 御用人諸所以前の通り、御用向或いは御用談等は御右筆部屋にて取り扱うべき事。
ただし部屋の事は当時の通りそのまま下し置かれる事。
一 御小姓年始御礼席の事、御国においては韃靼の間、江戸表においては小書院にて御礼申し上げるよう仰せ付けられる事。

一 御内々にて他所から御到来の品或いは御祝儀事があれば、御肴等来たならば御不納に取り扱うべき事。
一 御出入の御城坊主並びに能役者の類の隠居・娘婚姻或いは湯治等に罷り越す節の被下物・御取扱いを止められる事。

一 御持槍・御長刀・御挟箱等、年始並びに御参府の節に御修復があるけれども、御倹約中は定式の御修復はない事。ただし少々見苦しくとも御用いされるべき事。
一 年始御礼御流し並びに御具足餅を下される節の御長鮑の事、これまで下された御長鮑一筋を切って、切長鮑にて下されるべき事。
ただし家督初めての御目見或いは松本利左衛門等並びに菅市左衛門等へ下される節は一筋長鮑にて下されるべき事。
一 御右筆部屋御用諸紙の事、なおまた厳しく勘弁してできるだけ減らすよう取り計らうべき事。

1. Those who previously performed New Year duties and other services to this house should also be informed that visits are declined.
1. Domain administrators shall handle official business and consultations in the secretaries' office as before.
However, the office arrangements shall remain as they currently are.
1. For New Year courtesy ceremonies of pages: in the home domain they shall be held in the Tartar Room, in Edo they shall be held in the Small Study.
1. In both the home domain and Edo, appearances at official Boar Day and Setsubun festivals are discontinued.
1. Regarding requests from outsiders for domain products: since requests will come through various channels, they should be declined as much as possible.
1. Regarding private gifts from elsewhere or celebratory items: if delicacies and such arrive, they shall be handled as non-acceptance.
1. Gifts and arrangements for domain-affiliated temple monks and Noh performers during their retirement, daughters' marriages, or hot spring treatments are discontinued.
1. Seasonal gifts to both Hitotsubashi senior retainers are discontinued except for year-end gifts.

1. Regarding ceremonial spears, long swords, portable cases, etc.: although repairs were made for New Year and Edo visits, during the frugality period regular repairs are discontinued. However, they shall be used even if somewhat unsightly.
1. Regarding long abalone given during New Year ceremonies and armor-shaped rice cakes: the long abalone previously given whole shall be cut and given as cut long abalone.
However, for first audiences upon succession or gifts to Matsumoto Rizaemon and Suga Ichizaemon, whole long abalone shall be given.
