但常々集会之節少も取続候儀決而致間敷候前々ゟ申付置候儀有之処近来
ハ猥ニ相成別而末々ニ至候程奢かましき酒席有之族も多相聞甚不相済
事向後集会いたし候共至而事軽ニいたし可申事
一惣而祝儀等之節身近キ間柄ハ格別其外ハ聊たり共無作与音物等致間敷候
近き間柄至而軽キ品者格別之事
右之通相心得急度相守可申事

右之通於席々御意有之御書付夫々被相渡之
御直御意之趣 諸役方之面々
一諸向御役人を始猶更致一和我意等相立御為之処を以私之儀ハ打捨取計筋之儀も
下々へ而已任置候事無之様必至ニ存込候而行届忠勤可相勤候不依何事厚ク心を付
御為之儀主役之事ニハ器量一杯ニ心掛可申候向後善悪ニ付急度御糺可被仰付候間兼
而左様可相心得候一時之功を而已相計永代之御為を不相計儀ハ有之間敷儀与思召候
厚申合相勤候様被仰出候支配并町人百姓共ゟ音物堅請申間敷候万一音物等請候
面々有之ニおゐてハ急度可被仰付事
一御勝手向之儀も今般格別思召を以可相成丈御収納高ニ引合候様段々厚思召之趣被仰出
候ニ付而ハ諸役人を初諸役方之面々只今迄之振合ニ不拘銘々役所限致出精御入用
筋被仰付候而ハ指延シ可然分致省略宜筋ハ無遠慮役所限存寄評議之趣申上候様
可致候役所之必用減方勘弁之趣可申上候惣而此政事御仕置筋指支無之為之御倹約

現代語訳
至って軽く済ませること。
但し、普段の集会の際に少しでも取り繕うことは決してしてはならない。前々から申し付け置いている儀があるところ、近来はみだりになり、特に末端に至るほど贅沢がましい酒席がある者も多く聞こえ、甚だ済まないことである。今後集会をしても至って軽く済ませること。
一、総じて祝儀等の際、身近な間柄は格別として、その外は少しでも無作法な音物等をしてはならない。近い間柄で至って軽い品は格別のこと。
右の通り心得て、きっと守ること。
六月朔日
右の通り席々にて御意があり、御書付それぞれに相渡された。
御直々御意の趣 諸役方の面々へ
一、諸方面の御役人をはじめ、なお一層一和を図り、我意等を立てず、御為のところをもって私事は打ち捨て、取り計らい筋の儀も下々へばかり任せ置くことのないよう、必至に存じ込んで行き届いた忠勤を相勤めること。何事によらず厚く心を付け、御為の儀、主たる役事には器量いっぱいに心がけること。今後善悪について必ず御糺しを仰せ付けられるので、かねてそのように心得ておくこと。一時の功のみを計り、永代の御為を計らない儀はないものと思し召され、厚く申し合わせて相勤めるよう仰せ出された。支配並びに町人百姓共からの音物は堅く請け申してはならない。万一音物等を請ける面々があれば、必ず仰せ付けられること。
一、御勝手向きの儀も今般格別の思し召しをもって、できる丈御収納高に引き合うよう段々厚い思し召しの趣を仰せ出されたことについては、諸役人をはじめ諸役方の面々は、只今までの振り合いに拘らず、銘々役所限りで精を出し、御入用筋を仰せ付けられては指し延ばし、しかるべき分は省略し、よろしい筋は遠慮なく役所限りの存じ寄り評議の趣を申し上げるようにすること。役所の必要経費削減方法について勘弁の趣を申し上げること。総じてこの政事・御仕置筋に差し支えのない御倹約のため、上の御安心を遊ばされるよう厚く申し合わせ、向々精を出して相勤めるべき旨を仰せ出された。
六月十九日
右の通り支配の者共へも申し渡すこと。
但し右御書付は追って御渡しになるべき旨にて、同二十三日に御渡しになった。

Keep matters extremely simple.
However, during regular gatherings, never engage in any pretentious behavior whatsoever. While there have been previous instructions on this matter, recently things have become loose, and particularly there are many reports of extravagant drinking parties even among lower-ranking officials, which is quite inexcusable. Even when holding gatherings in the future, keep them extremely modest.
1. Generally, for celebrations and such occasions, while close relationships are exceptional, for all others, do not give even the slightest inappropriate gifts or presents. For close relationships, very modest items are acceptable.
Understand the above and strictly observe it.

Direct Personal Instructions To All Department Officials
1. Beginning with officials in all departments, strive even more for unity, do not assert personal opinions, abandon private matters for the lord's benefit, and do not leave administrative matters entirely to subordinates. Work with complete dedication to provide thorough and loyal service. Pay careful attention to all matters, and for the lord's benefit and primary duties, apply yourself to the fullest extent of your abilities. In the future, both good and bad conduct will be strictly investigated, so keep this in mind beforehand. His Lordship believes there should be no instances of calculating only immediate gains while failing to consider long-term benefit. Work together closely as instructed. Strictly refuse gifts from those under your authority, townspeople, and peasants. Should there be anyone who accepts such gifts, they will certainly be dealt with severely.
1. Regarding financial matters, His Lordship has issued special instructions to match income as closely as possible to tax collection levels, expressing his earnest intentions step by step. Therefore, all officials and department personnel, regardless of previous practices, should work diligently within their respective departments. When assigned official expenses, postpone what can be delayed, eliminate appropriate portions, and for beneficial measures, without hesitation, report departmental opinions and discussions. Report on methods to reduce necessary departmental expenses. Generally, to ensure no interference with governance and administrative matters, and for the lord's peace of mind through frugality, coordinate closely and work diligently in all areas as instructed.
