...were ordered to undertake, and for seven years after the fire, there were no entrance halls or formal reception rooms, and though truly unreasonable management was conducted, as there were only inconvenient circumstances, there was no choice but to undertake construction of the entrance halls. Although the formal reception rooms were completed through remodeling, these expenses were also considerable. Moreover, due to unexpected governmental reforms ordered by the authorities, there were additional directives, and expenses became enormous for matters concerning the upper administration as well as all retainers and local domain management. Until now, hardships have been avoided for the lower ranks and various efforts have been made, but as this has become unavoidable, special government funds are hereby ordered. According to the allocation shown in the separate document, village officials shall diligently work to make the required payments. Details will be explained by the district magistrates.
