下野の国司は執事入道と相談して、その夜ひそかに北国に向かって逃げていった。このような状況の中で、将門は関八州に敵対する者もなく、気が緩んで軍事のことは忘れたかのように、昼夜酒色にのみふけっていた。美しい女を国々に求め、何とかして美女を手に入れようとした。大名や国司も我々も負けまいと、容姿の優れた女を選んで、五人十人ずつ
