先帝被為止置候得とも大樹無余義時節且諸
藩建白之趣も有之当節上京之四藩も同様申
上候間誠ニ不被為止得御差許ニ相成候就而
は諸事屹度取締相立可申事

一条約結改之事

右の通り京都から仰せ下されたとの段、越中守殿がお達しになられた
ので、この旨を三都の町中に触れ知らせるものである
一、兵庫開港の事
元来容易でないことで、殊に
先帝がお止めになっていたけれども、将軍もやむを得ない時節であり、かつ諸
藩の建白の趣もあり、当節上京した四藩も同様に申し上げているので、誠にお止めになることができず、御許可になった。ついて
は諸事をきっと取り締まり立てるべきこと
一、兵庫開港停止の事
一、条約改正の事

As stated above, this was ordered down from Kyoto, and Lord Etchū-no-kami has communicated this,
so this matter shall be announced to the townspeople of the three cities.
Item: Regarding the opening of Hyōgo Port
Originally this was no easy matter, and especially
the late Emperor had ordered it stopped, but the Shogun, having no alternative given the times, and moreover
with the petitions from various domains, and the four domains that went to Kyoto at this time also stating likewise, truly could not stop it and gave permission. Accordingly,
all matters must be strictly regulated and established.

The above matters are to be rescinded.
