人 成（なり）とも。道（みち）をまげ諸人（しよにん）の迷惑（めいわく）をかまは
す。利（り）よくの道（みち）をおためとし。将（しやう）を万民（ばんみん）に
うとまするものを切腹（せつふく）させ。万民（ばんみん）を富楽（ふらく）
にし。鰥寡孤独（くはんかこどく）までをいたはり。饑寒（きかん）にを
よぶ非人（ひにん）もなく。とかく此 君（きみ）ならではと。世

地（ち）の利（り）といふ品（しな）〳〵は。地形（ぢかた）よく。城（しろ）険阻（けんそ）
にして。石（いし）かきたかく。塀（へい）矢倉（やぐら）けつかうに。
堀（ほり）などもふかく。いく重（え）もほり。弓（ゆみ）鉄炮（てつはう）。其（その）
外（ほか）武具（ぶぐ）馬具（ばぐ）たくさんに。兵粮（ひやうらう）もみち〳〵。
水の手（て）までもつきぬをいふ。此 地（ち）の利（り）にて
たゝかへ共。諸卒（しよそつ）の心へだ〳〵にて。終（つい）には
城（しろ）をすて。落（おち）てゆき降参（かうさん）をするもあり。

……（将の気に入りや懇意にしている）者であっても、道理を曲げて諸人の迷惑を顧みず、私利私欲の道をおのれの利益のためとし、将を万民に疎んじさせる者を切腹させ、万民を豊かで楽な暮らしにし、配偶者を亡くした者・孤児・身寄りのない老人に至るまで手厚く労わり、飢えや寒さに苦しむ非人もなく、とにかく「この君主でなければ」と世の人々に思われ、敵国の中からも寝返って忠誠を尽くす者が現れるようにした上で、その後もし戦うことがあれば、負けることはあるまい。

……敵の城を取り囲み、これを攻めるけれども、落城させることができず、日を空しく費やして、膠着すること久しくなるものである。しかし、天の時も地の利には及ばないのである。地の利というものの様々な条件とは、地形が良く、城が険しく、石垣が高く、塀や矢倉がしっかりと造られ、堀なども深く、幾重にも掘られ、弓・鉄砲、その他の武具・馬具が豊富にあり、兵糧も満ち満ちて、水の手（水源）までも尽きないことをいう。この地の利をもって戦っても、諸兵卒の心がばらばらであれば、終いには城を捨てて逃げ去り、降参するものもある。

…Even if a person happens to be such a favorite or intimate of the commander, those who bend the proper way of things, disregard the hardship of the people, and pursue the path of self-interest and greed for their own personal gain—those who cause the people to resent and distance themselves from the commander—shall be made to commit seppuku. Make the people's lives prosperous and comfortable; extend compassionate care even to widows and widowers, orphans, and the elderly with no family; ensure there are no destitute outcasts suffering from hunger and cold; and in all things, make the people feel that there is no lord but this one. Arrange matters so that even from within enemy states, men will come over in allegiance. If one then goes to war thereafter, there shall be no defeat.

…surrounding an enemy castle and attacking it, yet being unable to take it, passing the days in vain, and finding oneself in a prolonged stalemate. However, even the Timeliness of Heaven cannot surpass the Advantage of Terrain (chi no ri). The various conditions that constitute the Advantage of Terrain are as follows: the topography is favorable; the castle is steep and difficult to approach; the stone walls are high; the ramparts and watchtowers are solidly constructed; the moats are deep and layered in multiple rings; bows, firearms, and all other weapons and horse equipment are plentiful; provisions are abundantly stocked; and even the water supply is inexhaustible. Yet even fighting with such Advantage of Terrain, if the hearts of all the soldiers are fragmented and at odds, in the end there will be those who abandon the castle, flee, and surrender.
