これで勝つことができないのは、地の利もまた人の和には及ばないからである。さて、人の和というものは、道理を道理として行い、罪のない人の死を赦し、人の苦難を解き、人の憂いや急難を救い、民と楽しみを共にし、君主へ命を捧げることを露ほども惜しくないと思えるように、人を愛し、慈悲・憐れみが深く、助ける心が広い者は天理を得る。道を失い、助けることが少なければ、縁者・親類・親しい者たちでさえもこれに背く。助けが広く行き渡ることの極みにあっては、万民が……

That one cannot achieve victory in such circumstances is because even the Advantage of Terrain cannot surpass the Harmony of the People (hito no wa). Now, what is meant by the Harmony of the People is this: to conduct oneself according to the proper way of things; to pardon those who are innocent from death; to resolve people's hardships; to rescue people from their sorrows and urgent crises; to share in the pleasures of the common people; and to inspire in them such devotion that they offer their very lives to their lord without begrudging even a drop of dew. One who loves others deeply, holds profound compassion and mercy, and is expansive in rendering aid will attain the Principle of Heaven (tenri).
