悲しいことよ。『伝』に曰く、「万方（ばんぽう）に罪あれば、罪は朕が躬（み）にあり」と。天下の民が苦しみ痛み、何ら過ちを犯すことなく罪に落ちるのは、民の至すところではなく、君一人の罪であるとして、賢君はただ自らを責めることを厚くし、人を責めることを薄くした。また曰く、「四海（しかい）困窮せば、天禄（てんろく）永く終わらん」とおっしゃる。四海の人民が衰え、悲しみの極みに至ることを正さなければ、天命に背くゆえ、天の恵みも薄らぎ、君の禄（ふち）は永く尽きて、天下・国家を失うであろうと、戒めることは限りがない。

How lamentable! The *Analects* (*Lun Yu* / *Den*) state: "If the ten thousand regions have sinned, let the sin rest upon my own person." When the people of the realm suffer and fall into punishment without having committed any wrongdoing, it is not the fault of the people — it is the sin of the ruler alone. Thus, a wise and virtuous ruler made it his practice to reproach himself deeply, while being lenient in reproaching others. It is further said: "If the four seas are in want and distress, the gift of Heaven to thee will come to a perpetual end." If the suffering and destitution of the people throughout the four seas is not rectified, one acts against the will of Heaven; Heaven's grace will thin and fade, the ruler's stipend will come to a permanent end, and the realm and the state shall be lost. There is no limit to such admonitions.

Three: Should there arise a time of battle, and the enemy general delights in wickedness — tormenting the ten thousand people of his land, indulging in the pursuit of profit and desire, accumulating splendor and luxury for himself alone, sparing no expense, exploiting the people, imposing repeated and excessive levies of forced labor upon the farmers, setting the crop inspections and land surveys at exorbitant levels, making no allowance even when the standing crops are insufficient, sharpening the enforcement of tax collection — so that ten thousand people starve and freeze, many dying though innocent of any crime, exhausted to the breaking point by relentless punishments and impositions, lamenting day after day and wondering when their destruction will come — it is in such circumstances that one should destroy that wicked general, and then [for the people...]
