国（くに）の人をたすく。伝（でん）に曰（いはく）。人をころして
人をやすんずるは。これをころすも可（か）也。

四、もし戦うことがあり、乱を好む者がいて、我が国へ攻め寄せてくる時は、やむを得ないことである。この場合においては、内々（ひそか）に人心の和をもって、懐き来たる万民とともに、君もろともに死を守り、二心なく強く固まった上に、さらに地の利を用い、城を築き、備えを専らにして戦う時、

負けることはあるはずがない。評に云わく、「国の仕置き（政治）が乱れて、危うい所でなければ、敵将は手出しをしないものである」と。世の中の愚将は、人の和（民心の団結）を理解することができず、治（平和な時）には全く乱（戦乱）を忘れ、相応に人を養い備えることもせず、にわかの時（急事）に至って、寝耳に水が入ったようにあわてふためき、もしかしたら勝てるかもしれないと戦いを試みる。それはただ、根もない木に花を咲かせ、実を結ばせようとするのと同じことである。

...and thereby rescue the people of that land. The *Analects* (*Den*) state: "To kill one person in order to bring peace to the people — such a killing is permissible. To attack a state and yet cherish its people — such an attack is permissible."
Four: Should there arise a time of battle, and there be those who delight in disorder and come pressing against our land, it is a matter that cannot be avoided. In such circumstances, one must, through the quiet cultivation of harmony among the people within, stand together with the ten thousand people who have come to trust and follow [their lord], and together with the lord defend unto death — firmly united without a single divided heart. there can be no defeat. The commentary states: "Unless the governance of a state has fallen into disorder and reached a perilous condition, an enemy general will not make his move." The foolish generals of this world do not understand the harmony of the people's hearts; in times of peace, they utterly forget the possibility of war; they do not maintain forces proportionate to their circumstances; and when a sudden emergency arrives, they panic and flounder as if cold water had been poured into their ears while sleeping, and attempt battle with the vague hope that they might perhaps prevail. This is no different from trying to make a rootless tree bloom and bear fruit.
