国（くに）の人をたすく。伝（でん）に曰（いはく）。人をころして
人をやすんずるは。これをころすも可（か）也。
其国（そのくに）を責（せめ）てそのたみをあいせば。これを
せむるも可（か）なり
《箱：四》もし《振り仮名：戦事｜たゝかふ#1と》あり。乱（らん）をこのむものありて。我（わが）
国（くに）へよせ来（きた）る時は。やむ事を得（え）ざれば也。

しどろにして。あやうき所へならでは。敵（てき）

人の和（くわ）をもえしらず。治（ち）にはふつと乱（らん）を

その国の人々を助ける。『伝』に曰く、「人を殺すことによって人を安んずるならば、これを殺すことも可なり。その国を攻めてその民を愛するならば、これを攻めることも可なり」と。
四、もし戦いが起こった場合、乱を好む者があって、我が国へ攻め寄せてくる時は、やむを得ないことである。この場合においては、内々（内部）の人心の和をもって、懐かせてきた万民が、君主ともども死を覚悟して守り、二心なく強く結束した上に、さらに地の利を用い、城を築き、守備を専らとして戦う時には、

負けることはあるまい。評（批評・論評）に云く、国の仕置き（政治・支配）が乱れていて、危うい状況にある所でなければ、敵の将は手を出すものではない。世の中の愚かな将は、人心の和ということをまったく知らず、治世においてはふっと乱の訪れを忘れ、相応の人数を持たず、突然の事態に至って、寝耳に水が入ったように慌てふためき、もしかすれば勝てるかもしれないと戦いを試みる。それはただ、根もない木に花を咲かせ、実を結ばせようとするようなものに等しい。
五、仁義を損なう者がある場合、敵国の仕置きも、我が——

——and assist the people of that land. The *Tradition* (*Den*) says: "If one kills men in order to bring peace to men, then to kill is permissible. If one attacks a country out of love for its people, then to attack is permissible."
Four: Should a war arise, and if one who delights in disorder comes attacking our land, it is because there is no other recourse. In this circumstance, with the harmony of the people within, the ten thousand people who have been won over to loyalty, together with their lord, shall stand firm in readiness even unto death, solidifying their unity without any divided loyalties; and moreover, by making use of the advantages of terrain, building castles, and devoting themselves fully to preparations for defense — when the time for battle comes,

there shall be no defeat. The commentary (*hyō*) states: "Unless the governance of a country is in disorder and the country is in a precarious state, an enemy general will not make his move." The foolish generals of this world do not understand the harmony of men's hearts at all. In times of peace, they utterly forget the coming of disorder, they do not maintain a sufficient number of men, and when a sudden crisis arrives, they panic and flounder as though cold water had poured into their sleeping ears, and try their hand at battle, thinking that perhaps they might win. This is nothing more than trying to make flowers bloom and fruit ripen on a tree without roots.
