用に被成置候右に付而は文政度之文字
草字弐分判弐朱銀壱朱銀等此度不残
通用停止被仰付候に付其旨相心得凡古
金銀是迄停止之品共所持致し候ものは
多少とも有体之員数銘々ゟ書付其筋へ
可指出候数度引替之儀相触候得共今以
引替残之高少からす候得は畢竟金銀持囲候
余日有之ものとも品位宜等存候方を宝と
致も隠置候旨に候哉人情に於有之無謂事には
無之候得とも心得違に而は金銀は世上通用を以宝と
致し候事故品位何程宜しき金銀たりとも
既停止之上は持囲候もの一己之宝といたし
候迄に而世上一同之宝とは不相成候
公義御制作世上之宝たる品を一己之私を以
宝と致し持囲隠置候は心得違に而触渡之
趣を背罪科不軽儀に有之世上為品々御改
政被仰出候下々痛に相成候儀厭候様之

用に供するために置かれている。これについて、文政度の文字付き
草字二分判・二朱銀・一朱銀等、この度残らず
通用停止を仰せ付けられたので、その旨を心得、およそ古い
金銀でこれまで停止された品々を所持している者は、
多少とも実際の数量を銘々から書付にして、その筋へ
差し出すべきである。数度引き替えの儀を触れ回ったけれども、今以て
引き替え残りの高が少なくないので、結局は金銀を囲い込んでいる
余裕ある者どもが、品位が良いなどと考える方を宝として
隠し置いているということであろうか。人情においてはもっともなことで、無意味なことでは
ないけれども、心得違いであって、金銀は世上での通用をもって宝と
するものであるから、品位がどれほど良い金銀であっても、
既に停止の上は、囲い込んでいる者が一個人の宝とする
だけであって、世上一同の宝とはならない。
公儀の御制作で世上の宝たる品を、一個人の私欲をもって
宝として囲い込み隠し置くのは心得違いであって、触れ渡しの
趣旨に背く罪科の軽くない儀である。世上のために品々御改革

it is a misunderstanding, because gold and silver derive their value as treasure from their circulation in society.
Therefore, no matter how superior the quality of gold and silver coins may be,
once they have been discontinued, those who hoard them are merely making them their personal treasure,
and they do not serve as treasure for society as a whole.
To treasure and hoard in hiding the items that are designated by government decree as society's treasure, based on personal greed,
is a misunderstanding that goes against the intent of the official proclamation, and constitutes a serious crime.
