取締方等閑に打過候て追々赴過いたし候儀 相聞良民之難儀不少候条品にゟ最より 奉行処組与力同心共又は御代官所手附 手代等踏込召捕候義も可有之候間銘々 領分知行限り無油断遂穿鑿候儀は 勿論村方に而指押候義又は立廻り先穿鑿之上 訴出候はゝ速に捕候様可致候尤他支配領へ逃 出候者は文化九申年相触置候通り相互に附入 召捕且万石以上以下とも自分仕置難相調候 地の引合有之分は先達而無宿悪党召捕 方等之儀に付夫々相達候振合を以此節限り 関外は最寄奉行所又は御代官江引渡関 内は関東取締出役之手附手代又は最寄 御代官陣屋へ引渡候歟或は其品にゟ寺社 領は月番之寺社奉行其余之分は公事方 御勘定奉行へ村役人共指添召連訴出候共 不苦候条得其意別紙ケ条之通一村限り 厳重に申渡右之趣板札に認め村々高札場

取締りを等閑に済ませて次第に事態が悪化している件が 聞こえており、良民の難儀が少なくない状況につき、品によっては最寄りの 奉行所の組与力・同心ども又は代官所の手附・ 手代等が踏み込んで召し捕る義もあるであろうから、銘々の 領分・知行の限り、油断なく穿鑿を遂げる義は 勿論のこと、村方にて指し押さえる義又は立ち回り、まず穿鑿の上 訴え出れば速やかに捕らえるよう致すべきである。もっとも他支配領へ逃げ 出した者は文化九申年に触れ置いた通り、相互に付け入って 召し捕り、且つ万石以上以下とも自分仕置きでは調い難い 地の引き合いのある分は、先達って無宿悪党召し捕り 方等の義について夫々達した振り合いをもってこの節限り、 関外は最寄りの奉行所又は代官へ引き渡し、関 内は関東取締出役の手附・手代又は最寄りの 代官陣屋へ引き渡すか、或いはその品によって寺社 領は月番の寺社奉行、その余の分は公事方 勘定奉行へ村役人どもを指し添えて召し連れ訴え出ても 苦しからない条、その意を得て別紙ヶ条の通り一村限り 厳重に申し渡し、右の趣を板札に認めて村々の高札場に

The matter of laxly handling control measures and the situation gradually worsening has been heard, and as the hardships of good citizens are considerable, depending on the circumstances, nearby magistrates' office group assistants and subordinates, or deputy officials and clerks from deputy governor offices may also conduct raids and arrests, so within each respective territory and fief, thorough investigation without negligence is naturally required. When restraining in village areas or conducting rounds, first after investigation, if reported, arrests should be made swiftly. Therefore, understanding this intent, strictly as per the separate articles, limited to each village, issue stern instructions, and post these instructions on wooden boards at the village notice board areas.
