但郷目付之義は御場所御制道之義は不申及

現代語訳
三四人で組を作り、日替わりまたは二日三日ずつでも交代で勤務するようにお申し付けいただきたく存じます。もっともこのことは非人どもの相談にお任せいただきたく存じます。不埒人を召し捕る件は、百姓どもに申し付けても程良く運ばないものですが、非人どもへ召し捕りをお申し付けになるという御方針になりましたら、自然と不埒人もいなくなるようになるのではないかと存じます。
一、右の番非人どもを交代制で申し付けた上で、なおまた郷目付の者が時々巡回して適切に制道を行うようにお申し付けいただきたく存じます。
ただし郷目付のことは、御場所の御制道のことは申すまでもなく、かねてお申し付けになっております御制服や諸々のお取り調べの担当村のことは、御鷹方の御制道を兼ねて時々巡回し、不埒で心得違いの者がいないよう取り調べるようにお申し付けいただきたく存じます。
右の通り私どもが申し談じましたことを、恐れながら遠慮なく率直に意見として申し上げます。以上

We respectfully request that groups of three to four people be formed to work in shifts, either alternating daily or every two to three days. We believe this matter should be left to the consultation among the outcastes themselves. Regarding the arrest of inappropriate persons, while it does not work well when assigned to peasants, if the policy becomes to order the outcastes to make arrests, we believe that inappropriate persons will naturally disappear.
First, after assigning the above-mentioned guard outcastes to rotation duty, we respectfully request that village inspectors also be ordered to patrol occasionally and properly implement control measures.
However, regarding the village inspectors, not only for the hunting ground controls that go without saying, but also for the villages under their jurisdiction for uniform regulations and various investigations that have been previously ordered, we respectfully request that they be ordered to combine falcon office control duties with occasional patrols to investigate and ensure there are no inappropriate or misguided persons.
We respectfully submit the above matters that we have discussed among ourselves, humbly offering our frank opinions without reservation. The above.
