向後手広に可令売買物也

現代語訳
唐船が持ち渡した薬種や荒物類並びに荷物及び合引当等を取り扱う者たちが、近頃売買を危ぶみ躊躇して商売の融通が良くない様子であると聞いております。右の商売に携わる町人はもちろん、すべて諸国において取り扱う者たちに至るまで、たとえ公事・出入・吟味中であっても取引をするべきです。もしまた正真正銘の唐物を所持し、或いは並合引当等に取り置いていても、妻子に関わりなく当人のみが御仕置となった場合は、その品物は欠所とならず妻子へお下げ置きになります。吟味中に家財を改め封印されても、正真正銘の唐物については封印の対象外ですので、少しも疑念なく今後手広く売買させるべきものです。
右の通り文化年度に触れ回したところ、年月が経ってよく理解していない者もいる様子と聞いております。今後、唐物・紅毛物とも正真正銘の品物は少しも躊躇なく手広く売買するべき旨、御料は御代官、私領は領主・地頭より漏れなく触れ回すべきです。右の趣旨を触れ回すべきです。以上

Those who deal with medicinal herbs, sundry goods, cargo, and mutual guarantees brought over by Chinese ships have recently been hesitant and cautious about trading, resulting in poor business circulation, as we have heard. Not only the townspeople engaged in such commerce, but all those who handle these goods throughout the various provinces should conduct transactions even during official disputes, legal proceedings, or investigations. Furthermore, if someone possesses genuine Chinese goods or keeps them as security for mutual guarantees, even if only the person in question (excluding wife and children) faces punishment, those goods shall not be confiscated but shall be given to the wife and children. Even if household property is inspected and sealed during investigations, genuine Chinese goods are exempt from sealing, so they should be traded extensively without any doubt going forward.
Although this was announced during the Bunka era as stated above, we hear that some people may not fully understand it due to the passage of years. Henceforth, both Chinese and Dutch goods that are genuine should be traded extensively without any hesitation. This should be announced without exception by magistrates in shogunal territories and by domain lords and local administrators in private domains. The above intent should be proclaimed. The above.
