右之趣五幾内山陽道南海道西海道山陰
道之内因幡伯耆出雲石見隠岐幷壱岐

　　　　To the Grand Inspector:
In the provinces where Jinzen Shirō's scales are being used, officials from Jinzen Shirō's establishment shall
be sent around, and during scale inspections, those who possess many scales must not conceal any
but bring out all of them for inspection and approval. Naturally, any suspicious scales shall be
confiscated. This directive must be strictly observed.
The above applies to the Five Home Provinces, San'yōdō, Nankaidō, Saikaidō, and within San'indō:
Inaba, Hōki, Izumo, Iwami, Oki, and also Iki
