もっとも此の状先々へ遅滞無く相廻り、済み村より指し戻すべく候。

As stated above, this has now been proclaimed by the shogunate, and we have been ordered by the current officials to issue notifications to the rural areas. Each group and village, without exception of any person, shall make this known to everyone without fail, and each group shall submit a written acknowledgment on one sheet.
Furthermore, this document shall be circulated to all areas without delay, and upon completion shall be returned from the final village.
