右造高三分一之積勿論場所に寄三分一造之内
減候而申付又は酒造皆差止申付候共其勝手次第之事に付
右等之趣心得違無之様酒造人共厳重に申渡去る巳年
已前迄造来米高幷減石之高とも書付にいたし
御料は其処之奉行御代官御預所役人私領は領主
地頭ゟ御勘定所へ早々可被差出候事
　但し寺社領之分は寺社奉行組支配之分は
　其所々に候而取集可被差出候事
一諸国ゟ江戸表其外諸方へ積廻候酒之義是迄之樽
数取三分一之積相心得余分は荷物積送申間布旨
去申十一月中相触候所此度は元高厳重に相改候間
樽数之義は分而不及沙汰候此旨酒造人共へ可被申渡候
尤当年之儀も去申年之通不時改之者差遣
義も可有之若其節過造隠造等有之候当人は
被処厳科其処之役人迄急度可申付候事
右之通得其意取締方之儀銘々厳重に可申付候若
等閑之取計も於有之は可為越度候

現代語訳

右造高三分の一の積もりは勿論、場所によっては三分の一造りのうち減らすよう申し付け、または酒造りを皆差し止めるよう申し付けても、その勝手次第のことにつき、右等の趣旨について心得違いのないよう酒造人どもに厳重に申し渡すこと。去る巳年以前まで造り来た米高並びに減石の高ともに書付にいたし、御料はその処の奉行・御代官・御預所役人、私領は領主・地頭より御勘定所へ早々差し出すべきこと
　但し寺社領の分は寺社奉行、組支配の分はその所々において取り集めて差し出すべきこと
一、諸国より江戸表その外諸方へ積み廻す酒の件は、これまでの樽数の三分の一の積もりと心得、余分は荷物を積み送らない旨を去る申十一月中に触れたところ、この度は元高を厳重に改めるので、樽数の件は別して沙汰に及ばない。この旨を酒造人どもへ申し渡すべし。もっとも当年の件も去る申年の通り不時改めの者を差し遣わす義もあるべし。もしその節過造・隠造等があった場合、当人は厳科に処され、その処の役人まで急度申し付けるべきこと
右の通りその意を得て取り締まり方の件を銘々厳重に申し付けるべし。もし等閑の取り計らいがあっては越度となるべし

The aforementioned production amount should be reduced to one-third as planned. Of course, depending on the location, orders may be given to reduce even within the one-third production, or to completely halt sake brewing altogether, as this is at their discretion. Regarding these matters, sake brewers should be strictly instructed so that there are no misunderstandings. Written records should be made of both the amount of rice used for brewing and the reduced amounts up until the previous Year of the Snake, and these should be promptly submitted to the Finance Office (Kanjōsho) by magistrates, deputy officials, and administrators of directly controlled lands in the case of shogunal lands, and by domain lords and local lords in the case of private domains.
　However, for temple and shrine lands, the temple and shrine magistrates should collect and submit them, and for areas under group control, they should be collected and submitted at their respective locations.
1. Regarding sake shipped from various provinces to Edo and other places, it was announced in the 11th month of last year (Monkey year) that the number of barrels should be understood as one-third of the previous amount, and excess cargo should not be shipped.
