一、当春以来、郷分（村々）では制服をはじめ諸事倹約をお取り究めになるよう仰せ付けられましたので、一向に質素に暮らしておりますが、世上があまりに静かすぎるようにお思い召しになられましたことから、当秋は諸作物が相応に出来るよう致し、これまで風雨・出水の障害もございませんでしたので、神事・祭礼の義については、その土地土地に相応の賑わいを致しても宜しいように仰せ付けられ、早速組村々に漏れなく触れましたところ
