市郷之者共近比諸士往来渡舟乗組川舟
乗違等之節無礼法外之者有之幷穢多
非人往来町人百姓に相紛片寄候体も無之
是迄度々御触達も有之所別て如何之次第
に付尚又此度左書之通御取究被仰付旨
御当職御下知成候条右様相心得其方共組村
浦役人共江申付役人共ゟ百姓幷穢多
非人に至迄不漏様申渡且村浦役人其筋々
之者共においても平素無油断心を付親敷申
聞若不心得之者有之候得は屹と咎申付候
此段重々取究之上組切請書取揃早々可指

市郷の者どもが近頃諸士の往来や渡舟への乗り合わせ、川舟での乗り違え等の際に無礼で法外な者がおり、また穢多・非人が往来で町人・百姓に紛れ込むような体裁もないではない。これまで度々お触れ達しもあったところ、特にいかがなものかという次第につき、なお又この度左記の通りお取り究め仰せ付けられる旨、御当職よりご下知なされた条、右様心得、その方ども組村・浦役人どもへ申し付け、役人どもより百姓並びに穢多・非人に至るまで漏れなく申し渡し、かつ村・浦役人その筋々の者どもにおいても、平素油断なく心を付け親しく申し聞かせ、もし不心得の者があれば、きっと咎め申し付けよ。この段重々取り究めの上、組ごとに請書を取り揃え、早々指し出すべし。以上

Memorandum
Recently, among the townspeople and villagers, there have been those who behave rudely and outrageously when encountering samurai during travel, when boarding ferries together, or when mistakenly boarding river boats. Additionally, there are instances where eta and hinin mingle with townspeople and farmers during travel. Although there have been repeated official notices about this matter, the situation has become particularly problematic. Therefore, investigations are to be conducted as written below, as ordered by the current official. Understanding this, you are to instruct the group village and coastal officials under your authority, and these officials are to notify everyone from farmers to eta and hinin without exception. Furthermore, village and coastal officials and those in related positions should always remain vigilant and give familiar instruction. If there are any who do not understand their place, they must be strictly reprimanded. After thoroughly investigating this matter, compile written acknowledgments by group and submit them promptly.
