　人に申付其長屋にて弥慥成者に候哉早速可渡候哉しはらく用事有之哉承り可
　罷帰候其節挨拶致相違不罷出候時は御番所ゟ尋に可指越事
一御屋敷之内宛所を申立慥成趣にても人柄疑敷相見へ候者は送り人念入候様に可申付候
　御屋敷之内案内を存途中に滞自然は悪事可致哉難計候間無油断可添
　心候送り人不足之節他所者御門に為待候事不苦候然共無據急用断申又は他所

　門外にて指掛候御用筋手間取夜に入候趣に相成候はゝ不依何時罷帰候節御目付へ相届可申事
　　但公辺御内用掛り幷御留守居共御城使共之儀は是迄之通

現代語訳

人に申し付け、その長屋にて確かに間違いない者であるか、早速渡すべきか、しばらく用事があるか承り、帰るべきである。その際挨拶して相違なく出てこない時は、御番所から尋ねに差し越すこと。

一、御屋敷の内の宛所を申し立て確かな趣であっても、人柄が疑わしく見える者は、送り人に念を入れるよう申し付けること。
　御屋敷の内の案内を知る途中に滞留し、自然と悪事を致すかも計りがたいので、油断なく付き添う心得で。送り人不足の際、他所者を御門に待たせることは構わない。しかし、やむを得ない急用を断って申すか、または他所から供を召し連れて参る侍へは、御番人の内から送るべきこと。

一、御守殿付きの女中方へ用事がある者は、男女共に西御門から出入りすることになっているので、前々の通り見知らない者は送り人を付けて差し越し、帰りの際はなおいっそう送り人を受けて御門を出ること。

一、御台所並びに御用筋を申し立てる場合はその品を承り届け、見知らない者には送り人を付けて届けること。御台所においては落合七右衛門・中山次郎右衛門・竹内清次郎並びに多島猪左衛門、右四人の内当番の方へ届けること。もっとも御台所から見知らない者には人を指し添えて御門へ届ける筈のこと。

一、廻状持参の際はどちら方へと承り、大関新五左衛門方へ参る者は西御門にて改めて入れること。
　宮北十郎左衛門方へ参る者は東御門にて改めて入れること。もっとも送り人を付けて差し越し、帰り候節は送り人を受けて御門を出ること。この以後、手近の御門にて取り扱うべきこと。自然、他所者が西御門にて宮北十郎左衛門方へ参りたい由申す者は断りを申し、東御門へ回すべきこと。大関新五左衛門方へ参る他所者は

　取り扱い右に准ずべきこと。両人の内月番を覚え、取り扱うべきことである。以上

1. Even when someone states a destination within the mansion grounds in a seemingly credible manner, if their character appears suspicious, instruct the escort to be especially careful.
　Since they know the layout within the mansion grounds and might loiter along the way and potentially commit wrongdoing, escorts must remain vigilant and stay close. When there are insufficient escorts, it is acceptable to have outsiders wait at the gate. However, for those who refuse claiming unavoidable urgent business, or for samurai who come with retainers from elsewhere, someone from among the gate guards must serve as escort.

1. Those who have business with the female attendants of the lord's heir shall enter and exit through the Western Gate, both men and women, so as before, unknown persons shall be assigned escorts when going in, and when returning, they must definitely receive an escort to exit the gate.

1. When someone claims business with the kitchen or official matters, receive details of their business, and assign escorts to unknown persons for delivery. At the kitchen, deliver to whichever is on duty among these four: Ochiai Shichiemon, Nakayama Jirōemon, Takeuchi Seijirō, and Tajima Inosaemon. Of course, unknown persons from the kitchen must have someone assigned to escort them to the gate.

1. When bringing circular notices, ask their destination. Those going to Ōzeki Shingorōzaemon shall be inspected and allowed entry at the Western Gate.
　Those going to Miyakita Jūrōzaemon shall be inspected and allowed entry at the Eastern Gate. Of course, assign escorts when they go in, and when they return, they must receive escorts to exit the gate. Hereafter, handle them at the nearest gate. If by chance an outsider at the Western Gate claims they wish to visit Miyakita Jūrōzaemon, refuse them and direct them to the Eastern Gate. Outsiders going to Ōzeki Shingorōzaemon shall be

　handled according to the above. Keep track of which of the two is on monthly duty for handling these matters. The above.

　　　Regarding the prohibition of fish and fowl at the gates of the Upper Mansion and Reigan Island Mansion
○Monthly: 8th, 12th, 17th, 18th, 20th, 21st, 22nd days
　1st month: 10th, 24th days; 2nd month: 11th day; 3rd month: 24th day; 4th month: 20th, 27th, last days; 5th month: 8th day; 8th month: 1st day
　9th month: 12th day; 10th month: 14th day; 12th month: 4th day
　On the above days, fish and fowl merchants shall be prevented from entering within the gates at the gate posts

○Regarding the coming and going at gate posts of those who are normally refused entry under gate regulations: hereafter, when going out during daylight hours, if the official business will extend into the night, report to the inspector officials beforehand before departing. Of course, if official business begun outside the gates takes time and extends into the night, regardless of the time, report to the inspector officials when returning.
　　However, those involved in government confidential duties, as well as the castle keepers and castle messengers, shall continue as before
