不罷成旨可申候若其にても達て指出候様に申者有之候はゝ何御用之者にても
辻番所に留め置向寄御目付中江相伺候様可仕旨御申聞候

一享保十二年未八月五日御目付小笠原平兵衛様に被 仰聞候は辻番所近所にて末々
之者傍輩同志又者通合之者にても口論かましき体在之時其通りに
致し置先へ参り申分に罷成事募り候時は取扱もむつかしく候之間左様
之儀有之候者早速罷出事に成り不申候様に前方に取あつかひ可仕候且又
病人抔辻番所通候節見遁しに致先々見場へ相送り候様に致候得は

右の通り触れ出すべく候。
一、御曲輪の内を徘徊すべからず。乞食体の者なども間々相見え候由に候間、御番所並びに辻番にて心付き候様に申し渡すべく候。且つまた下馬並びに御曲輪の内、近来は売物寄せ集め候。御番所並びに辻番より心付け、多く集まらざる様に申し付くべく候事。
前々より手車・大八車・地車・荷付き馬、または近来は多く引き付け候様に相聞え候間、左様になきよう申し付くべき旨、町奉行へ申し渡し候間、その意を得て御番所並びに辻番人その外へも触れ出すべく候。以上

公儀御徒目付斎木茂左衛門殿・村山金三郎殿、辻番所へ越され、浅井源左衛門へ御申し聞かせ候趣左の通り。昼夜を限らず何者にても辻番所へ罷り越し、御用の由申し、提灯・蝋燭その外何にても限らず差し出し候様申す者これあり候とも、御目付方より申し渡しあり候間、一切指し出し候義罷りならざる旨申すべく候。もしそれにても達て指し出し候様に申す者これあり候えば、何の御用の者にても辻番所に留め置き、向こう寄りの御目付中へ相伺い候様仕るべき旨御申し聞かせ候。
右の通り心得罷りあり、番人共へよく申し聞かせ置くべき旨に候。
覚
一、御曲輪の内、願人体の者全く入り申さざる義に候処、近頃左様の類相心得みだりなる事に付き、右の類の者見掛け次第相咎め、早速御門外へ送り出し候様仕るべき事。

The above shall be announced accordingly.
1. Wandering within the citadel is prohibited. As beggars and similar persons are occasionally seen, the guard posts and intersection guards shall be instructed to be vigilant. Furthermore, regarding the recent gathering of peddlers at the dismounting areas and within the citadel, the guard posts and intersection guards shall be mindful to prevent large gatherings.
Since it has been reported that handcarts, large carts, local carts, pack horses, and recently many other vehicles have been congregating as before, instructions have been given to the town magistrates to prevent such occurrences. With this understanding, this shall also be communicated to guard posts, intersection guards, and others.

The official foot inspectors Saiki Mozaemon and Murayama Kinzaburō visited the intersection guard post and informed Asai Genzaemon as follows: Regardless of day or night, anyone who comes to the intersection guard post claiming official business and requesting lanterns, candles, or any other items, even if they make such requests, since orders have been given by the inspector's office, nothing whatsoever shall be provided. If someone still insists on making such requests, regardless of what official business they claim, they shall be detained at the intersection guard post and the matter shall be reported to the nearby inspectors.
The guards shall be well-informed of the above and thoroughly instructed accordingly.
Memorandum
1. Petitioners and similar persons are absolutely not permitted to enter within the citadel. However, recently such types have been appearing frequently due to lax understanding. When such persons are spotted, they shall be immediately questioned and promptly escorted outside the gates.
The above shall be communicated to the inner citadel intersection guards.

1. On the 5th day of the 8th month of Kyōhō 12, Inspector Ogasawara Heibei ordered as follows: When lowly persons near intersection guard posts, whether companions, associates, or passersby, engage in noisy disputes, if such situations are left unattended and grievances escalate when they proceed further, handling becomes difficult. Therefore, when such incidents occur, to prevent them from immediately developing into situations requiring departure, they should be handled early. Furthermore, when sick persons pass by intersection guard posts, if they are overlooked and sent to their destinations,
