番人共へ可被申渡候尤組合辻番所之儀は右之趣頭取之面々相心得番人共
　遂吟味指置候様可被致候
　右之趣明和四亥年十二月十二日御目付松平庄九郎様へ松平縫殿頭様

一近来面体を隠し候頭巾を拵途中にてかむり候者数多有之奉行所ゟ
　尋者紛敷候間前々ゟ有来候丸頭巾角頭巾之外一切かむり申間敷候
　右之趣寛保三亥年相触候処近頃又々面体を隠し候異風成頭巾
　を拵かふり歩行候もの有之段相聞江不埒に候此以後面体隠し候頭巾
　を拵かむり歩行候者有之候はゝ屋鋪〳〵にて廻り之者見懸怪敷様子に候は
　頭巾をとらせ相尋疑敷ものに候はゝ召捕不及届町奉行へ可被相渡候尤
　咎違之分は不苦候

一都て辻番之儀狼藉者手負不審成もの又は乱心酒に酔候者有之候得は
　早速出向組合へ相届ケ候義は所々辻番御條目にも有之相知候事に有之候
　尤其後明和元申年辻番人勤方等閑無之様可致旨御書付出候に付其
　節も辻番掛り御目付曲渕勝次郎勤役中相触置候得共程軽候儀故心得
　違有之候ては不相済義に付猶又申談候惣体廻り場持場不及申他之辻番
　廻り場にても見掛候場所は廻り場之無差別乱心酒酔喧嘩口論其
　外往来之障りにも相成候はゝ早速罷出制し不相用者は召捕其持場之
　辻番へ引渡其上にて宿所等相糺可引渡者呼出以後之儀急度申付
　相渡可申候若彼是六ケ敷及難渋候者組合ゟ御目付中江相届候様可致候若酒
　酔人之体抔に致往来之障にも相成候はゝ則酒酔にて候酒給不申候得は乱心にて候
　間取計方無別事候定法之通取計可申候此以後別て心得違無之様可致事

現代語訳

番人共へ申し渡すべく候。もっとも組合辻番所の儀は、右の趣旨を頭取の面々相心得、番人共に吟味を遂げ指し置き候様致すべく候。
右の趣旨、明和四亥年十二月十二日御目付松平庄九郎様へ松平縫殿頭様より仰せ渡されたものなり。

一、近来面体を隠し候頭巾を拵え途中にて被り候者数多これあり、奉行所より尋ねる者紛らわしく候間、前々より有り来たり候丸頭巾・角頭巾の外一切被り申すまじく候。
右の趣旨寛保三亥年相触れ候処、近頃また々面体を隠し候異風なる頭巾を拵え被り歩行候者これある段相聞こえ、不埒に候。この以後面体隠し候頭巾を拵え被り歩行候者これあり候えば、屋敷々々にて廻りの者見かけ怪しき様子に候えば頭巾を取らせ相尋ね、疑わしきものに候えば召し捕り届けに及ばず町奉行へ相渡すべく候。もっとも咎め違いの分は苦しからず候。

右の通り相触るべく候。

一、都て辻番の儀、狼藉者・手負い・不審なる者また乱心・酒に酔い候者これあり候えば、早速出向き組合へ相届け候義は、所々辻番御條目にもこれあり相知れ候事にこれあり候。もっとも其の後明和元申年辻番人勤め方等閑なきよう致すべき旨御書付出で候につき、その節も辻番掛かり御目付曲渕勝次郎勤役中相触れ置き候えども、程軽き候義故心得違いこれあり候ては相済まざる義につき、なお又申し談じ候。総体廻り場・持ち場申すに及ばず他の辻番廻り場にても見かけ候場所は廻り場の無差別、乱心・酒酔い・喧嘩口論その外往来の障りにも相成り候えば、早速罷り出で制し相用いざる者は召し捕り、その持ち場の辻番へ引き渡し、その上にて宿所等相糺し引き渡すべき者呼び出し以後の儀急度申し付け相渡すべく申し候。もし彼これ六ヶ敷く難渋に及び候者、組合より御目付中へ相届け候様致すべく候。もし酒酔い人の体等に致し往来の障りにも相成り候えば、則ち酒酔いにて候、酒給さず申し候えば乱心にて候間、取り計らい方別事なく候、定法の通り取り計らうべく申し候。この以後別て心得違いなきよう致すべき事。
右の趣旨、一人勤め並びに目割組合同様相心得候事。

This shall be communicated to the guards. Regarding the matter of grouped intersection guard posts, the leaders shall understand these points and conduct thorough examinations of the guards and keep them in place.
The above points were ordered by Lord Matsudaira Nuinokami to Inspector Matsudaira Shōkurō on the 12th day of the 12th month of the 4th year of Meiwa, year of the Boar.

　　　　Official notice and written order as follows:

1. Recently, there have been many people who make hoods that conceal their faces and wear them while traveling. Since this makes it difficult for magistrate offices to identify wanted persons, except for the traditional round hoods and square hoods that have existed from before, no other head coverings shall be worn.
This was proclaimed in the 3rd year of Kanpō, year of the Boar, but recently it has been reported that there are again people who make strange-style hoods that conceal their faces and walk around wearing them, which is improper conduct. Hereafter, if there are people who make and wear face-concealing hoods while walking, when patrol guards at residences see them and find their appearance suspicious, they shall make them remove their hoods and question them. If they are suspicious persons, they shall be arrested and handed over to the town magistrate without need for prior notification. However, mistaken accusations are acceptable.

This shall be proclaimed accordingly.

1. Regarding intersection guard duties in general: when there are violent persons, injured persons, suspicious persons, or mentally disturbed or intoxicated persons, the duty to immediately go out and report to the group organization is specified in the intersection guard regulations of various places and is well known. Furthermore, after a written order was issued in the 1st year of Meiwa, year of the Monkey, stating that intersection guards should perform their duties without negligence, Inspector Magatani Katsujirō, who was in charge of intersection guards during his term of service, also issued proclamations at that time. However, since this is a matter taken lightly, misunderstandings cannot be overlooked, so this is discussed again. In general, not only for one's own patrol area and assigned area, but even in other intersection guard patrol areas where incidents are observed, regardless of patrol boundaries, when there are mentally disturbed persons, intoxicated persons, fights, arguments, or other obstructions to public traffic, guards shall immediately go out and restrain them. Those who do not comply shall be arrested and handed over to the intersection guard of that assigned area, where their lodging places shall be investigated. Those to be handed over shall be summoned, and future matters shall be strictly ordered before release. If matters become complicated and reach an impasse, the group organization shall report to the inspectors. If intoxicated persons obstruct public traffic, they are clearly intoxicated; if they do not respond to alcohol, they are mentally disturbed. The handling method is straightforward - handle according to established law. Hereafter, there shall be no misunderstandings.
The above points shall be understood in the same manner by individual duty guards and district group organizations.
