此間町在之者共大勢立騒役所迄願出候段相聞江候
尤御用金被 仰付可致難儀事ニ候得共餓死体之
者之儀者格別願様之筋も可有之処不憚 御上一
統ニ相願之事者不所存之致方ニ候此段者御自分吟
味も可有之候右不了簡之致方無之様ニ可被申

新助罷出候処早川庄次郎 殿大塚権之介 殿口上ニ而左之通

被申聞候ニ付右懸り之面々江今日御家老狛帯刀《割書：澄｜翁》書付を以
御褒詞之趣申渡之
旧臘松浦河内守殿江御廻米諸入用書付被指出則
同役中吟味方江も御勘弁之趣申談候処御役人中
委細成御気付御吟味付入用格別ニ相誠シ殊之外
御出精ニ何も存候ケ様成百姓共費無之様
大御所様御代ゟ被 仰出儀ニ候右御出精之趣申
渡候様ニ御役人中御申聞候ケ様之趣ニ而者御取箇
初万端御吟味委キ儀右ニ准シ可申候猶又郷盛等弥
現代語訳
【右丁】
この間、町在の者共が大勢立ち騒ぎ、役所まで願い出た段について聞いている。
もっとも御用金を仰せ付けられれば難儀することであろうが、餓死するような
者の儀については格別、願い出る筋もあるであろうところ、御上を憚らず一
統に相願うことは不所存の処置である。この段については御自分でも吟
味があるであろう。右の不了簡の処置がないように申し
付けるべきである。以上

一 二月二十一日 去る十七日、公儀御勘定所へ御預所御勝手役林
新助が罷り出たところ、早川庄次郎殿、大塚権之介殿が口上にて左の通り

申し聞かされたため、右関係の面々へ今日御家老狛帯刀が書付を以て
御褒詞の趣を申し渡した
旧臘、松浦河内守殿へ御廻米諸入用書付を指し出し、則ち
同役中吟味方へも御勘弁の趣を申し談じたところ、御役人中
委細なる御気付き、御吟味により入用が格別に相誠し、殊の外
御出精に何も存じる。このような百姓共の費えがないよう
大御所様の御代より仰せ出されている儀である。右御出精の趣を申し
渡すよう御役人中が申し聞かれた。このような趣にては御取箇
初め万端御吟味委しき儀、右に准じて申すべきである。なお又郷盛等いよいよ

We have heard that recently, many people from the towns and countryside have caused disturbances and submitted petitions to the government office.
While it is understandable that they would face hardship if ordered to pay special taxes, regarding those who might starve to death,
there would be exceptional reasons for petitioning. However, making collective petitions without showing proper restraint toward the authorities
is an improper course of action. You should also conduct your own investigation into this matter. Ensure that such

Having been informed of this, today Senior Retainer Koma Tachi conveyed
the commendation through a written document to all those concerned:
Last December, a document detailing various expenses for rice transport was submitted to Lord Matsuura Kawachinokami, and
consultations were also held with fellow officials regarding the matter. The officials showed
detailed attention and thorough investigation, resulting in particularly sincere cost management and extraordinary
diligence in all matters. To ensure that such peasant expenses do not occur,
this has been ordered since the time of the Great Lord. The officials have requested that this commendation for such diligence be
conveyed. With such an approach, from the initial handling through all thorough investigations,
