風そよぐ 御禊ぞ夏の
ならの小河の
夕ぐれは なりける
歌の心はそこらの木の葉に
風がそよ〳〵とふくならの小川の 従二位
夕かたはことの外に涼しくて
て秋のやうなるが
まだ夏のうちじやといふと也
その川で御禊をしてゐるのが
証拠ぞと也
御禊は六月晦日にするなごし 家
のはらへのこと也楢の小川は 隆
山城国にありといへり

人もをし人も 世を思故に
恨めしあぢきなく 物思身は
是は此の御時始めて鎌倉にて天下の政事を
執行ひ北條なり権威になりて禁中はおとろ 後
へゆくを御心にかなはずおぼしめしてよませ給ひ
し御哥なるべし心は今の世のありさまをせん 鳥
なくおぼしめしすにつけていろ〳〵と御心をくだ
きてものおぼしめすほどに何某〳〵が今生て 羽
ゐるならばよきちからにならであらうとをしく
おぼしめす人もあり又何某〳〵が世になくば
何事も御心にまさるであらうにとうらめ
しくおぼしめす人もあると也あぢきなく 院
とは何事もせんなきことにいふ
現代語訳
【右丁】
風そよぐならの小川の夕暮れは御禊ぞ夏のしるしなりける
歌の心は、そこら辺の木の葉に風がそよそよと吹くならの小川の夕方は、格別に涼しくて秋のようであるが、まだ夏のうちだということである。その川で御禊をしているのがその証拠である、ということである。
御禊は六月晦日にする夏越の祓のことである。ならの小川は山城国にあるといわれている。

人もおし人も恨めし世を思う故にあじきなく物思う身は
これは、この御時代に初めて鎌倉で天下の政事を執り行い、北条が権威となって禁中は衰えていくのを御心に叶わずお思いになって詠ませられた御歌であろう。心は、今の世の有様を仕方なくお思いになるにつけて、いろいろと御心を砕いて物事をお思いになるほどに、何某などが今生きているならば良い力になるであろうと惜しくお思いになる人もあり、また何某などが世になければ何事も御心にかなうであろうにと恨めしくお思いになる人もある、ということである。「あじきなく」とは何事も仕方がないことをいう。

The meaning of this poem is: In the evening at Nara's brook where the wind rustles gently through the leaves of the trees, it is exceptionally cool and seems like autumn, but it is still summer. The evidence for this is that purification rituals are being performed at the river.
The purification ritual refers to the summer purification ceremony performed on the last day of the sixth month. Nara's brook is said to be located in Yamashiro Province.

Some people I cherish, some people I resent - thinking of this world, my heart is filled with helpless sorrow
This is likely a poem composed when His Majesty felt displeasure at how, during this time, political affairs of the realm began to be conducted in Kamakura for the first time, the Hōjō clan gained authority, and the imperial court declined in power. The meaning is: As His Majesty inevitably contemplates the state of the current world, he troubles his heart with various thoughts - there are some people whom he cherishes, thinking that if certain individuals were alive now, they would be good allies; and there are others whom he resents, thinking that if certain people were not in this world, everything would go according to his wishes. "Ajikina ku" means that everything is futile or hopeless.
