The following regulations are hereby established based on this land survey:
1. Using a measuring rod of 6 shaku 3 sun, an area of 5 ken by 60 ken (300 bu) shall be designated as one tan.
2. Rice fields, dry fields, and village lands shall be thoroughly inspected and classified as superior, medium, or inferior grade, and tax rates shall be determined accordingly.

1. For口米(kuchi-mai) at one koku, two sho per koku, and no other service rice shall be levied.
1. For places where annual tax is to be paid using Kyoto measure, all buying and selling shall use the same measure.
1. Annual tax rice shall be delivered by farmers within five ri; beyond that, it shall be handled by deputy officials and stipend recipients.
