一、天平九年五月に勅定があって、百官諸人は菖蒲の蘰（かずら）を掛けない者は宮中に入ってはならないと定められた。弘仁式にも五月三日の明け方に菖蒲と蓬を南殿の前に置くとあり、『公事根源』に見えている。『拾遺』に言うには、五月四日に主殿寮が内裏の殿舎の屋根に菖蒲を備えさせたとある。権中納言公雄卿の歌に、
今日と言えば菖蒲ばかりは葺き添える
軒端に降り積もった蓬生の宿

Regarding Artemisia (Mugwort) and Sweet Flag
One: In the fifth month of Tenpyō 9, an imperial edict was issued stating that all court officials and people must wear sweet flag garlands (kazura), and those who do not wear them shall not be permitted to enter the imperial palace. The Kōnin-shiki also states that on the third day of the fifth month at dawn, sweet flag and mugwort are to be placed in front of the Southern Hall, as recorded in the "Kuji Kongen." According to "Shūi," on the fourth day of the fifth month, the Bureau of the Imperial Palace had sweet flag placed on the roofs of the palace buildings. A poem by Provisional Middle Counselor Kimio reads:
When we say "today," only sweet flag is added to thatch
At this dwelling of mugwort fallen upon the eaves
